Quang Ngai: Doctors and medical staff at Dang Thuy Tram Regional General Hospital are disappointed because they do not receive professional allowances.

Doctors and medical staff at Dang Thuy Tram Regional General Hospital (Duc Pho town, Quang Ngai province) were disappointed when they were not on the list of workers receiving occupational allowances according to Decree 05-2003.

In early October, the People's Committee of Quang Ngai province approved medical facilities to receive occupational allowances under Decree 05-2003. In Quang Ngai, there are a total of 14 units, including 13 medical centers, district hospitals and the Quang Ngai Provincial Center for Disease Control receiving occupational allowances under the decree with a total amount of more than 150 billion VND.

However, this list does not include Dang Thuy Tram Regional General Hospital (abbreviated as Dang Thuy Tram Hospital), although the hospital always examines and treats patients like a district-level hospital.

Mr. Nguyen Van Diep, Director of Dang Thuy Tram Hospital, said that the doctors and medical staff of the hospital are very disappointed when they do not receive professional allowances according to Decree 05 of the Government . For a long time, the hospital has been operating as a district-level hospital, with health insurance payment and medical examination and treatment also following the third level, but the doctors and medical staff do not receive preferential allowances according to Decree 05.

Mr. Diep said: “From 2020 until now, the hospital has been 100% autonomous, facing many difficulties. Currently, the bed occupancy rate is less than 80%, leading to an uncertain source of income, so it is only enough to pay salaries. The hospital still owes the allowances and additional income of doctors and nurses for the past 9 months. If they are entitled to occupational allowances according to Decree 05 (occupational allowances in 2022 and 2023), more than 120 workers will receive support of about 8.4 billion VND.”

Regarding this incident, the Department of Health sent a document to the Ministry of Health, on the basis that Dang Thuy Tram Hospital is a general hospital in the Southern region of Quang Ngai province, established with the function of "providing professional and technical services in medical examination, treatment, rehabilitation and other medical services according to the provisions of law".

Directly perform the function of medical examination and treatment at the district level because there is no district-level hospital in Duc Pho town.

Dang Thuy Tram Hospital receives all cases of patients from outside the hospital or from lower levels and the Medical Centers of Tu Nghia, Mo Duc, Ba To, Duc Pho districts for emergency care, examination, and inpatient and outpatient treatment. Thus, in addition to its function as a regional hospital of the province, Dang Thuy Tram Hospital also has the function of examining and treating patients at the district level.

Therefore, the Department of Health submitted a request to the Ministry of Health regarding the civil servants and employees of Dang Thuy Tram Hospital being eligible for preferential allowances according to Decree 05.
