Accordingly, to proactively respond to storm No. 10, ensure people's safety and minimize property damage, Chairman of the People's Committee of Quang Ngai province Nguyen Hoang Gian requested Directors of departments, branches, sectors, Chairmen of People's Committees of communes, wards, special zones and Heads of relevant units not to be negligent, subjective in organizing monitoring, updating, and grasping the developments of the storm to promptly deploy storm response measures.
Regarding the work of ensuring safety for ships, boats, rafts and strong winds, the People's Committee of Quang Ngai province requested the Department of Agriculture and Environment, the Provincial Border Guard Command, the Quang Ngai Maritime Port Authority, and the Chairmen of the People's Committees of coastal communes and wards and the Ly Son special zone to urgently review and count all local ships, boats and vehicles operating at sea and along the coast.
Along with that, using existing communication systems and coordinating with relevant agencies by all means to inform ship owners, captains of ships and vehicles still operating at sea about the developments and forecasts of the storm's movement direction to proactively avoid it; requiring all ships and boats operating in the North and Central East Sea (including Hoang Sa special zone), the sea area from Quang Ngai to the North must absolutely not be subjective, must immediately move out of the dangerous area or into a safe anchorage.
Agencies and units must strictly manage the activities of ships and boats at sea. All ships and boats are prohibited from operating at sea (including passenger transport vehicles on the Sa Ky - Ly Son route, the Dao Lon - Dao Be route and vice versa) from 5:00 p.m. on September 27, 2025 until the weather is stable. For ships and boats that have entered the anchorage, captains and crew members must strictly comply with the instructions of the local authorities and functional forces on storm response, absolutely do not leave people on ships and boats when there are strong waves and winds to ensure safety.
To cope with heavy rain, the People's Committee of Quang Ngai province requested the Departments of Agriculture and Environment, Construction, Industry and Trade; People's Committees of communes, wards, Ly Son special zone and related units, investors of projects in the province to deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, at risk of flooding, flash floods, landslides to proactively clear the flow of blocked and obstructed areas; organize the relocation and evacuation of people to safe places, especially in areas that have experienced heavy rain in recent days, paying special attention to areas where landslides have occurred such as Róok Met village, Dak Plô commune; Xo Thac village school (Dak Nen Kindergarten, Mang But commune); Residential group of Go Khon village, Ba Dinh commune; Residential area of group 4, Tra Linh village, Tay Tra Bong commune, etc.
The Provincial Military Command and the Provincial Police are ready with forces and means to respond to storms, rains and floods and direct their subordinate agencies to closely coordinate with the local Civil Defense Command to organize measures to respond to storms, rains and floods in the area; guide, direct traffic, and control vehicles operating in areas affected by rains and floods to ensure safety. Other relevant departments, branches and sectors, according to their functions and tasks, urgently implement proactive measures to respond to storms.
According to the National Center for Hydro-Meteorological Forecasting, on the evening of September 26, storm BUALOI entered the East Sea, becoming the 10th storm in 2025; the strongest wind near the storm center is level 11 - 12 (103 - 133 km/h), gusting to level 15. This is a very fast-moving storm (nearly twice the average speed), with strong storm intensity, wide range of influence, and can cause combined impacts of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.
