Quang Ninh completes plan to reorganize and streamline apparatus

Up to now, Quang Ninh province has basically completed the construction of a merger plan and proposed to reorganize and streamline the organizational apparatus according to the direction of the Central Government.

Specifically, for provincial Party committees and organizations: Ending the activities of the Provincial Agencies Party Committee; Ending the activities of the Provincial People's Council Party Committee, the Provincial People's Committee Party Committee, the Provincial People's Procuracy Party Committee, the Provincial People's Court Party Committee, the Provincial Fatherland Front Party Committee, the Provincial Women's Union Party Committee, the Provincial Farmers' Association Party Committee, the Provincial Labor Federation Party Committee, the Provincial Veterans' Association Party Committee, and the Provincial Union of Science and Technology Associations.

Arrange and transfer the task of taking care of provincial officials' health to the Provincial General Hospital.

Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department.

Establish Party Committees of Party agencies, mass organizations, People's Councils, and Judiciary directly under the Provincial Party Committee, including Party organizations in advisory agencies, public service units of Party committees, People's Councils, Fatherland Front, socio -political organizations, People's Procuracy, People's Court, and provincial-level mass organizations assigned tasks by the Party and State.

Establish a Government Party Committee directly under the Provincial Party Committee, including Party organizations in specialized agencies, public service units under the Provincial People's Committee, and a number of State-owned enterprises.

It is proposed to maintain the operating model of the Quang Ninh Coal Party Committee (a unique feature of Quang Ninh) under the Provincial Party Committee. For the Provincial Customs Department Party Committee and the Provincial Tax Department Party Committee, the arrangement will be carried out according to the general plan of the whole country.

Implementing this plan will at least reduce 2 advisory agencies assisting the Provincial Party Committee, 3 executive committees, 7 party delegations, and increase 1 party committee directly under the province.

Regarding the agencies and units under the Provincial People's Committee, Quang Ninh has a policy to merge: Department of Planning and Investment and Department of Finance; Department of Transport and Department of Construction; Department of Natural Resources and Environment with Department of Agriculture and Rural Development; Department of Information and Communications and Department of Science and Technology; Merge Department of Culture - Sports and Department of Tourism; Department of Labor - Invalids and Social Affairs with Department of Home Affairs.

By implementing this plan, Quang Ninh will reduce 6 specialized agencies at the department level. It is expected to reduce about 25% of the number of departments after the merger.

For Party committees, Party organizations, departments and units under the People's Committees at district level, Quang Ninh province will merge and dissolve to end the tasks of a number of district-level steering committees and specialized agencies under the People's Committees at district level according to the regulations of the Party, State and the practical situation of the locality.

Establish Party Committees of Party agencies, mass organizations, People's Councils, and judiciary at district level on the basis of Party Committees of district-level Party committees and Party organizations such as People's Councils, Fatherland Fronts, socio-political organizations, People's Procuracy, and People's Court at district level.

Research, establish, and organize the district-level Party Committee, including Party organizations in specialized agencies and public service units under the district-level People's Committee.

Localities have developed plans to arrange departments and offices according to the direction of the Central and the province. It is expected that after the arrangement, each locality will have 10-11 departments (reducing at least 2 departments/locality).
