Faced with the complicated developments of storm No. 3 (storm Wipha), the Border Guard force of Quang Ninh province has been urgently deploying synchronous response measures; at the same time calling and guiding boats and people in coastal and border areas to take timely shelters.

Immediately after receiving the directive from the Border Guard General Staff, the Border Guard Command of Quang Ninh province quickly developed a plan and directed professional departments and grassroots units to deploy storm prevention and control plans; at the same time, mobilized maximum forces and means to be on duty 24/24 hours, ready to mobilize when situations arise.
Implementing the directives of superiors at all levels, at Border Guard stations, response work was urgently deployed; at the same time, proactively and actively coordinated with local Party committees, authorities, and functional forces in the area to count, make statistics, and call on ships to urgently enter anchorage, resolutely not allowing vehicles to operate at sea when the storm makes landfall.
At Thanh Lan Border Guard Station, propaganda and calling for ships and boats were deployed early. By the morning of July 20, 150/150 ships and boats in the waters managed by the unit had entered safe shelters. Among them, 1 self-propelled ferry had entered Van Don special zone for shelter, 17 floating rafts had entered shelters according to regulations. By 12 o'clock the same day, there were no more ships and boats operating in the Thanh Lan (Co To) sea area. The station also mobilized hundreds of officers and soldiers to help people reinforce and brace 171 houses to minimize damage caused by the storm.
At Tran Island Border Guard Station, from the morning of July 19, the unit deployed 2 working groups with 13 officers and soldiers to Tran village to inform fishermen about the storm's developments and support people in responding to the storm. By the afternoon of the same day, the Station had called 63 vehicles with 125 crew members to safely reach shore, and at the same time helped 2 households tie up their houses and aquaculture cages, minimizing damage from natural disasters.
At Tra Co Border Guard Station, officers and soldiers of the unit also proactively followed the area, closely coordinated with local authorities and functional forces to organize propaganda, inform fishermen about the storm's developments, and guide fishermen to move their vehicles to safe anchorage areas. At the same time, the Station organized inspections and reinforced warehouse systems and barracks, ensured communication security, and reviewed vulnerable areas to have appropriate response plans...

Not only coastal units, the Border Guard force on the land border also proactively coordinated to review vulnerable areas to supplement plans to prevent landslides and flash floods, protect border markers and be ready to evacuate people if necessary.
The entire provincial Border Guard force has arranged 160 officers and soldiers along with many ships, boats and vehicles on duty 24/24 at the unit, ready to mobilize for rescue missions in case of emergency, ensuring the safety of people and vehicles at sea. Border Guard Squadron 2 has arranged 2 ships, 2 boats and 20 officers and soldiers on duty at the position ready to depart when required.
Currently, the Quang Ninh Provincial Border Guard Command is continuing to closely coordinate with sectors, localities, ship and raft owners to strictly implement the ban on sea travel, count vehicles, and organize warning flares according to the provisions of Decision 18/2021/QD-TTg. At the same time, in hard-to-reach areas such as remote areas and island areas, the Border Guard force has "gone to every alley, knocked on every raft" to mobilize fishermen to get ashore in time.
Also on July 20, due to the complicated developments of storm Wipha, the Waterway Port Authority and the Inland Waterway Vehicle Registration Authority issued an urgent dispatch on temporarily suspending the issuance of permits to leave ports and wharves for passenger transport vehicles in Quang Ninh province.
