Ensuring traffic safety for students: What is the solution?
Lesson 1: Dangers from subjectivity

Recently, many students, despite not meeting the above requirements, have still "carelessly" driven motorbikes on the road, affecting traffic order and safety, even causing serious accidents.
Having his family buy him a Wave 110 motorbike to go to school, Nguyen The Khiem, a 10th grade student at Van Noi High School (Phuc Thinh commune) explained that because the school does not allow motorbikes with a cylinder capacity of 50cc or more to enter the school, he parked his motorbike outside the school gate and walked in like many other students.
Ms. Nguyen Thi Lan, who lives near Van Noi High School (Phuc Thinh commune), said: "Just a few days ago, right in front of my house, a child riding a Wave 110 motorbike with 3 friends was speeding when he encountered a bus coming from the opposite direction and had to brake suddenly, falling flat on the road."
Colonel Tran Dinh Nghia, Head of the Traffic Police Department (Hanoi City Police) noted that high school students often lack experience in driving vehicles when participating in traffic, easily lose concentration and violate traffic laws, leading to unfortunate consequences.
New legal corridor for knowledge development

On October 1, the Law on Science, Technology and Innovation will officially take effect, opening a new chapter for Vietnam's knowledge-based development process.
Deputy Minister of Science and Technology Le Xuan Dinh said that a bottleneck that has been there for many years has also been removed: Ownership of research results from the budget is now automatically assigned to the host organization. This facilitates commercialization and ensures transparency in intellectual property management.
Minister of Science and Technology Nguyen Manh Hung has repeatedly emphasized that the Law on Science, Technology and Innovation not only concretizes the Party's viewpoint, but is also a "manifesto" of the aspiration to build a strong nation based on knowledge and innovation.
Huge waste from rampant printing

The first waste to mention is in the hospital environment. Ms. Do Thuy Oanh (Tu Liem ward) recounted that after a general health check-up at a private hospital in the ward, she received 12 pieces of paper containing various forms.
According to the Hanoi Department of Health, as of September 22, 30/42 public hospitals under the Department have completed the implementation of electronic medical records. Thus, many hospitals have not yet completed the implementation of electronic medical records and continue to have to pay a lot of expenses for paper, ink and storage.
Waste also exists in the educational environment. Many parents said that although the application of digital technology in schools has reduced the number of notices and papers sent home for students to take home, there are still notices sent by schools for parents to sign.
Controlling diseases from livestock farming in the direction of biosecurity

To limit the outbreak of diseases, cooperatives and breeders in Hanoi city promote biosafety farming and build linkage chains.
Director of Thu Thoan Microbiological Chicken Cooperative (Noi Bai commune) Nguyen Thi Thoan said that with a scale of 1.5 hectares, the cooperative raises 5,000 chickens and 500 organic pigs in a circular manner.
Director of Dong Tam Livestock and Service Cooperative (Kieu Phu commune) Nguyen Dinh Tuong shared that in reality, the cost of biosafety farming is 20% higher than traditional methods, but pigs rarely have diseases.
Head of the Hanoi Department of Animal Husbandry, Fisheries and Veterinary Medicine Nguyen Dinh Dang affirmed that applying biosafety in animal husbandry is one of the most effective measures in disease prevention and control, especially for dangerous infectious diseases.
"Liberating" river and floating land: Strong policies, new ways of doing things
Last article: Wise behavior with the "treasure" of riverside land
Hanoi Moi Newspaper reporter had an interview with Vice Chairman of the National Assembly Le Minh Hoan about the potential and advantages of the alluvial land along the Hanoi river.
Riverbank land is a treasure, but the treasure is only valuable when we know how to appreciate and treat it wisely: The inner city needs riverbanks to "breathe" and become more beautiful; the suburbs need riverbanks to live and get rich.
I often say that there are three groups of people in society when it comes to change: the supporters, the opponents, and the hesitant ones. If you can convince only the supporters while the other two groups are still “hesitant”, the policy will be difficult to spread.
With alluvial land, involving many interest groups, it requires even more delicacy. Policy communication must be a process of listening, dialogue, and adjustment. People must see specific benefits and be involved, then they will join.
Treat the riverside land as part of the soul of the Capital. There is not only land and water, but also memories, livelihoods, generation after generation attached to the river.
