Regulations on revolutionary ethical standards for cadres and party members in the new period

On behalf of the Politburo , General Secretary Nguyen Phu Trong signed and issued Regulation No. 144-QD/TW (dated May 9, 2024) on revolutionary ethical standards for cadres and party members in the new period (Regulation No. 144).

Vietnam News Agency introduces the full text of Regulation No. 144 as follows:

REGULATIONS
Revolutionary ethical standards of cadres and party members in the new period

- Pursuant to the Party Charter;

- Pursuant to the Working Regulations of the Central Executive Committee, Politburo , and Secretariat of the 13th tenure;

- Pursuant to Conclusion No. 21-KL/TW dated October 25, 2021 of the Party Central Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation,"

The Politburo stipulates the revolutionary ethical standards of cadres and party members in the new period as follows:

Article 1. Love the country, respect the people, be absolutely loyal to the Party and the Fatherland

1. Strive throughout one's life for the Party's revolutionary goals and ideals; uphold patriotism and national pride; be absolutely loyal to the Fatherland and the Party's revolutionary cause; wholeheartedly serve the Fatherland and the People.

2. Respect, trust, be close to and closely attached to the People. Pay attention to and care for the material and spiritual life of the People; protect the legitimate and legal rights and interests of the People; create conditions for the People to exercise their mastery, rely on the People to build a clean and strong Party and political system. Whatever is beneficial to the People must be done to the best of our ability, whatever is harmful to the People must be avoided to the best of our ability.

3. Put the national and ethnic interests and the common interests of the Party, State and People above all else; resolutely and persistently fight against all acts that harm the national and ethnic interests and the interests of the Party, State and People.

Article 2. Courage, innovation, creativity, integration

1. Firmly and creatively apply and develop Marxism-Leninism and Ho Chi Minh Thought; firmly adhere to the goal of national independence and socialism; firmly adhere to the Party's innovation policy and the principles of Party building. Resolutely and persistently defend the Party's ideological foundation, fight against erroneous and hostile viewpoints. Strictly implement the Political Platform, Party Statutes, Party guidelines and policies, and State policies and laws.

2. Uphold the spirit of independence, self-reliance, self-strengthening, will to rise up, contribute to the cause of building and defending the Fatherland, contribute to the development of the country, locality, agency and unit.

3. Build a strong political will in the face of all difficulties and challenges. Dare to think, speak, act, take responsibility, innovate, be creative, face difficulties and challenges, and act for the common good, for the country and for the people.

4. Proactively improve knowledge, skills, and working capacity in an international environment. Actively participate in the comprehensive and extensive international integration process according to the Party's foreign policy in accordance with international law, contributing to building and protecting the socialist Fatherland of Vietnam, building a community for peace, stability, progress and development.

Article 3. Diligence, thrift, integrity, impartiality

1. Enthusiastic, responsible, dedicated, striving to best complete assigned tasks, having the will and determination to successfully carry out the renovation process led by the Party, contributing to building a rich, prosperous, civilized and happy country.

2. Manage and use public assets for the right purposes and in accordance with regulations; economically and effectively; not extravagantly or wastefully use time, money, effort and other material resources of the collective and individuals.

3. Clean, free from embezzlement, corruption, negativity, and harassment. Proactively prevent and fight against corruption, negativity, degradation in ideology, politics, ethics, lifestyle, individualism, group interests, and manifestations of "self-evolution" and "self-transformation" within the organization.

4. Be honest, straightforward, objective, fair, actively fight self-criticism and criticism, do not hide shortcomings, do not speak untruths; protect what is right, fight what is wrong.

5. Uphold self-respect and honor, do not take political opportunism or power ambitions, preserve the dignity of cadres and party members, and do not allow negative influences or temptations to influence or entice. Do not let family, relatives, or others take advantage of your position or job position for personal gain; protect your own reputation and honor and that of the party organization. Practice the culture of resignation when you lack the ability or prestige.

Article 4. Solidarity, discipline, love, responsibility

1. Always maintain solidarity and unity within the Party, agencies, organizations and among the People, first of all in Party cells, agencies, work units and residential areas; resolutely fight against manifestations of division, factionalism, localism and group interests; build and rectify the Party and political system to be truly clean and strong in all aspects.

2. Raise awareness of organizational discipline and order, especially discipline in speaking. Speak and act in accordance with the Party's guidelines and policies, the State's policies and laws; comply with the regulations of the agency and unit; and obey the assignments of the Party and the organization.

3. Live with love, sincerity, compassion, treat and help comrades, colleagues and everyone according to reason, in accordance with national ethics, and progress together.

4. Uphold responsibility in work and life; be ready to undertake and complete assigned tasks well. Resolutely fight against and criticize all acts of avoidance, shirking, or having a moderate mindset, working half-heartedly, being afraid of responsibility, not daring to do. Fulfill responsibilities, duties, and obligations to family, community, and society.

Article 5. Be a good example, be modest, practice self-cultivation, and learn throughout life

1. Be a role model in work and life, actively study and follow Ho Chi Minh's ideology, morality and lifestyle. The higher the position of cadres and party members, the more exemplary they must be; superiors must be role models to their subordinates, party committees must be role models to their party members, and party members must be role models to the masses.

2. Actively mobilize and persuade family and relatives to comply with the Party's guidelines and policies and the State's laws.

3. Modest, inquisitive, simple; constantly learning, cultivating, practicing, improving qualities, ethics, qualifications, and working capacity. Practice what you preach, practice what you preach.

Article 6. Implementation

1. Party committees, party organizations, and leaders are responsible for leading and directing the implementation of this Regulation in accordance with the functions, tasks, and situation of the locality, agency, and unit. Cadres and party members must uphold the exemplary spirit and strictly implement this Regulation.

2. The Central Propaganda Department shall preside over and coordinate with the Central Organizing Committee, the Central Inspection Committee, the Central Internal Affairs Committee and relevant agencies to advise the Politburo and the Secretariat on disseminating the Regulations; guide, monitor, inspect, supervise and urge the implementation; periodically review, summarize and report to the Politburo and the Secretariat.

If any problems arise during the implementation process, report to the Politburo for consideration and decision (through the Central Propaganda Department).

This regulation takes effect from the date of signing and is disseminated to Party cells for implementation./.
