Regulations of the Secretariat on functions, tasks, and organization of political centers of communes, wards, and special zones

On behalf of the Secretariat, Politburo member and Standing Secretary of the Secretariat Tran Cam Tu signed and issued Regulation No. 360-QD/TW on functions, tasks, and organization of political centers of communes, wards, and special zones.

Accordingly, the political center of the commune, ward, and special zone (hereinafter referred to as the commune-level political center) is a public service unit directly under the commune party committee, under the leadership and direction of the commune-level party committee where the political center is located, directly and regularly under the standing committee of the party committee.

The commune-level political center has the function of organizing political theory training for party members, union members, and association members; updating knowledge, skills, and professional skills for cadres, civil servants, and public employees of agencies, units, and organizations in the political system in assigned communes, wards, and special zones.

The regulation clearly states that the commune-level political center has the following tasks: Organizing training on Marxism-Leninism, Ho Chi Minh thought, the Party's viewpoints, guidelines, policies, and the State's laws for party members, union members, association members, and non-professional activists in villages and residential groups; training on political theory for new party members, awareness of the Party for Party sympathy; and professional party work for grassroots committee members and party cell secretaries in communes, wards, and special zones.

Organize training on leadership, management and operation skills; update professional and technical knowledge on Party building, state management, the Vietnam Fatherland Front, socio-political organizations and a number of other fields for cadres, civil servants and public employees of agencies, units and organizations in the political system in communes, wards and special zones.

Disseminate and educate about Party history and local Party history to cadres, civil servants, public employees, Party members, union members, and association members in communes, wards, and special zones.

Organize information on current events and policies of the Central, provincial, municipal and communal levels and provide professional training for reporters and propagandists in communes, wards and special zones.

Participate in theoretical research, summarize practices at the grassroots level, conduct scientific research at the request of the commune-level Party Committee and serve teaching and learning.

In addition, the commune-level political center performs a number of other tasks under the direction and assignment of the provincial Party Committee and the commune-level Party Committee where the political center is located.

According to the Regulations, the Commune-level Political Center has its own office, facilities, seal, account and is provided with operating funds according to regulations. The Commune-level Political Center uses the certificate form according to the Central's instructions. The Director of the Commune-level Political Center is responsible for (or authorized to) sign and issue certificates of training programs within the assigned functions and tasks.

Regarding working relationships, the Commune-level political center is under the leadership and direction of the Commune-level Party Committee, directly and regularly the Standing Committee of the Commune where the political center is located in performing functions, tasks, organizing the apparatus, regimes and policies for cadres, civil servants, lecturers and students; on the center's training management regulations; implementing the reporting regime, asking for opinions and proposing issues under the responsibility of the assigned field, on the work program of the Commune-level political center to the Standing Committee and the Standing Committee of the Commune-level Party Committee.

The commune-level political center coordinates with advisory agencies, assisting the commune-level party committee, specialized agencies under the commune-level people's committee, the commune-level Vietnam Fatherland Front Committee, party committees, and party cells directly under the commune-level party committee where the political center is located in performing functions and tasks according to regulations.

The commune-level political center annually reports its work to the provincial or municipal political school; and is subject to professional and technical guidance and inspection by the provincial or municipal political school according to regulations.

This regulation takes effect from the date of signing (August 29, 2025).
