Regulations on extra teaching cause concern, Government asks Ministry of Education to review

(Dan Tri) - The Deputy Prime Minister directed the Ministry of Education and Training to review, inspect, and grasp information related to the regulations on extra teaching in order to promptly have appropriate solutions, because this regulation "still raises many concerns".

The Government Office has sent a document to the Ministry of Education and Training regarding the handling of feedback information related to the general education program.

Previously, at the end of 2024, the Ministry of Education issued Circular 29 regulating extra teaching and learning. This regulation received a lot of approval but still raised many concerns.

Some opinions say that the root of extra teaching and learning is the heavy curriculum, while the mentality of valuing degrees among many people is still quite common.

With the new textbook program, new high school graduation exam, new university admission method, the competition to enter prestigious universities is increasingly fierce.

In the long run, when the education program does not focus too much on exams, tests, and assessments, but teaches in the spirit of promoting the learners' abilities and qualities, then extra teaching and learning will return to their original nature.

That is when students see that they lack knowledge, they will study more to supplement that knowledge or if they want to be better , they will study more. But when the program is still heavy on right and wrong, studying only to serve the exams, then extra teaching and extra learning will be distorted.

Faced with many conflicting opinions, Deputy Prime Minister Le Thanh Long directed the Ministry of Education and Training, according to its functions, tasks, and authority, to review, inspect, and grasp information reflecting on regulations on extra teaching, in order to promptly have appropriate solutions according to its authority and current legal regulations.

Government leaders require reporting to competent authorities on issues beyond their authority.

Circular 29 of the Ministry of Education and Training does not prohibit teachers from giving extra lessons to students, but clearly states that extra lessons in schools are allowed, in some cases.

One is for weak students; two is for good students who need extra support; and three is for senior students who voluntarily register to review for entrance exams and graduation exams according to the school's education plan.

But for all extra classes, teachers teach 100% free. The time for extra classes in school is also regulated, each extra class is no more than 2 periods/week.

According to the regulations of the Ministry of Education, schools are not allowed to schedule extra classes to alternate with the regular curriculum, and are not allowed to teach extra classes before the regular curriculum. Each extra class must not have more than 45 students.

In particular, the Ministry of Education requires no extra tutoring for primary school students.

Also according to Circular 29, in addition to schools, any individual or organization that wants to teach extra classes must register their business to be able to operate under the Enterprise Law and pay all taxes according to State regulations.

The Ministry of Education and Training pointed out the requirement that tutoring facilities clearly publicize the subjects that are organized for tutoring and learning; the duration of tutoring for each subject according to each grade level; the location, form, and time of organizing tutoring and learning; the list of tutors and the tuition level before enrolling students.

The level of tuition for extra-curricular study outside of school is agreed upon between the student's parents, the student and the tutoring facility.
