However, in the implementation process, local departments and branches also encountered difficulties and problems in planning appraisal, inconsistency in planning; construction management of housing and urban development still had many overlaps... Inspection and examination of unlicensed and illegal constructions were still loose. In particular, the system of legal documents on construction management of housing and urban development was still cumbersome. Typically, for a real estate project to be eligible for business, it had to comply with the provisions of about 10 laws and dozens of decrees, detailed regulations, dozens of circulars guiding implementation, causing many difficulties in managing real estate projects... Not only that, although urban development management had progressed, there were still some shortcomings that did not meet the practical requirements of socio-economic development, the urbanization rate in the province had not met the requirements, and was not commensurate with the development potential of the province. Violations of construction order still occur and inspection and handling of violations are not timely and thorough...
Therefore, in order for the province's construction industry to make a breakthrough in 2024, at the industry summary conference, Standing Vice Chairman of the Provincial People's Committee Phan Van Dang requested the Department of Construction, sectors and localities to focus on completing the socio-economic development targets, main tasks and extraordinary tasks assigned by superiors in 2024.
