Streamlining the apparatus is a regular and systematic task to meet the country's development needs in each specific historical period. Along with the arrangement and consolidation of many ministries, departments, branches, central and local agencies, the arrangement and consolidation of socio- political organizations and mass organizations assigned by the Party and State to the Central Committee of the Vietnam Fatherland Front is in line with the Party's leadership mechanism. This is a historic decision for the new era of the nation.


Necessary, must do immediately

In the past time, the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee on "Some issues on continuing to innovate and streamline the political system's apparatus to be streamlined and operate effectively and efficiently" (Resolution No. 18) and the conclusions of the Politburo on continuing to streamline the organization and apparatus of the political system, the Vietnam Fatherland Front and its member organizations have achieved good results. However, the organization and apparatus are still cumbersome, with many levels and focal points; the functions, tasks, powers, and working relationships between many agencies, units, and organizations are still duplicated and overlapping... and need to be rearranged and streamlined, towards more effective operations.

In fact, during the process of leading the country and our Party, President Ho Chi Minh always paid attention to streamlining the apparatus to better serve the people. President Ho Chi Minh once affirmed that: It is necessary to rectify and perfect the apparatus from top to bottom, making it neat and reasonable. Streamlining the apparatus to reduce the burden on the people to "feed" the political system, while at the same time improving effectiveness and efficiency, to do many beneficial things for the people. Streamlining the apparatus is the driving force that motivates each cadre to strive to compete to improve their productivity.

Resolution No. 06-NQ/HNTW, dated March 29, 1989, the 6th Conference of the Party Central Committee (term VI) on "Reviewing two years of implementing the Resolution of the 6th Congress and directions and tasks for the next three years", along with the documents of the 9th and 12th Party Congresses, all emphasized the task of streamlining the organizational apparatus, building a comprehensive model of the political system's organizational apparatus to meet the requirements of the new period. The 13th Party Congress determined: "Innovating the organizational apparatus, content and methods of operation, enhancing the responsibility of the cadres of the Fatherland Front and socio-political organizations, focusing on the grassroots residential areas".

From Conclusion 126 to Conclusion 127-KL/TW of the Politburo, the Secretariat assigned the Party Committee of the Fatherland Front and the Central mass organizations to preside over and coordinate with the Central Organizing Committee, the Government Party Committee, the National Assembly Party Committee and relevant agencies to research and develop orientations, develop projects and submit to the Politburo on rearranging socio-political organizations and mass organizations assigned by the Party and State to be directly under the Central Committee of the Vietnam Fatherland Front (in sync with the current party organization structure).

Therefore, the rearrangement of socio-political organizations and mass associations assigned by the Party and State to be directly under the Central Committee of the Vietnam Fatherland Front is necessary and must be done immediately.

Accordingly, the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW issued Official Dispatch No. 43-CV/BCĐ on the Plan to continue to reorganize the apparatus of the political system. The Official Dispatch clearly requested the Party Committee of the Fatherland Front and Central organizations to preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions from localities, agencies, units, and complete the Submission and Project on reorganizing and streamlining the Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State to report to the Politburo before March 25, 2025; receive opinions from the Politburo, complete the Submission and Project and send documents to report to the Central Executive Committee before April 1, 2025. According to the plan of the Central Steering Committee, the arrangement of socio-political organizations and mass associations assigned by the Party and State to be under the Vietnam Fatherland Front must be completed before July 15, 2025.

Responding to the trend of the times, in accordance with the law

Speaking to the press, Dr. Tran Anh Tuan, former Deputy Minister of Home Affairs, Chairman of the Vietnam Association of Administrative Sciences, said that, in terms of law, Article 1 of the 2015 Law on the Vietnam Fatherland Front stipulates that “The Vietnam Fatherland Front is a political alliance organization, a voluntary union of political organizations, socio-political organizations, social organizations and typical individuals in social classes, strata, ethnic groups, religions, and Vietnamese people residing abroad”. The socio-political organizations and social organizations assigned tasks by the Party and the State are currently all members of the Vietnam Fatherland Front. Therefore, this arrangement further demonstrates the legal provisions on the position and role of the Vietnam Fatherland Front and strengthens closer ties in the relationship with its member organizations.

In reality, our country is currently in the context of developing a socialist-oriented market economy, perfecting the socialist rule of law state and promoting socialist democracy under the leadership of the Party; science and technology, artificial intelligence, digital transformation are increasingly developing; international integration; prevention and fight against corruption, negativity and waste continue to be promoted. The organization and operation of the Vietnam Fatherland Front and its member organizations, especially socio-political organizations and mass organizations assigned by the Party and State, need to be strongly innovated. That innovation needs to be in the direction of streamlining, focusing on focal points, reducing intermediary levels, improving the quality of staff, applying information technology and artificial intelligence, and fighting waste...

“The arrangement of socio-political organizations and mass organizations assigned by the Party and the State to be directly under the Central Committee of the Vietnam Fatherland Front is not only complete in terms of political foundation and legal basis, but also meets the trend of the times, in accordance with the law, and is an objective necessity in the current revolution of streamlining the organizational apparatus. This is a very correct and wise decision of our Party,” Mr. Tran Anh Tuan shared, affirming that this arrangement is very important, contributing to the success of the revolution of streamlining the organizational apparatus. Further focusing the Party's leadership in mass mobilization work, focusing on one focal point, improving the efficiency, effectiveness and efficiency of the Vietnam Fatherland Front's activities in leading and mobilizing all classes of people to gather the great national unity bloc, promoting the people's mastery, ensuring high unity of thought and action in the cause of promoting the strength of the great national unity bloc. Practicing democracy, enhancing social consensus; supervising and providing social criticism; participating in Party and State building, and people's foreign affairs activities to contribute to building and defending the Fatherland.

From being just member organizations of the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned tasks by the Party and State have now become affiliated organizations, closely linked to the Central Committee of the Vietnam Fatherland Front,” Mr. Tran Anh Tuan emphasized.

Say goodbye to the "association within an association" mindset, avoiding the creation of more "intermediate organizations"

Mr. Tran Anh Tuan added that this streamlining creates challenges to innovate the organization and operation of the Vietnam Fatherland Front as well as socio-political organizations and mass organizations in the direction of affirming the position and role of each organization, activities must be economical, effective, with clear and specific products and results. Overcoming the situation where one job is often reported by many organizations. Implementing the motto "one job is done by only one organization"; "one product, one result belongs to the responsibility of one organization". This is also the basis for reducing focal points, reducing intermediate levels, avoiding overlap and duplication in performing political tasks, reducing procedures, effectively using headquarters, public assets, practicing thrift, improving the quality of staff... at socio-political organizations and mass organizations.

“In the current conditions of streamlining the organizational apparatus, it is necessary to “say goodbye” to the thinking of “associations within associations”. When being brought under the direct control of the Vietnam Fatherland Front, it is necessary to avoid creating more “intermediate organizations” that not only cause waste but also add more steps and procedures when implementing mass mobilization activities, participating in consulting, criticism, supervision, scientific research…”, Mr. Tran Anh Tuan shared and said that, in reality, the Vietnam Fatherland Front already has advisory agencies to assist the leadership of the Vietnam Fatherland Front in directing these associations. Therefore, there should not be or not be established more Alliances and Federations of associations when being brought under the direct control of the Central Committee of the Vietnam Fatherland Front. The Vietnam Fatherland Front is already the “common roof” of those organizations, there should not be other “small roofs”.

Mr. Tran Anh Tuan also recommended that, during the implementation of the arrangement, to ensure a favorable political and legal basis and improve operational efficiency, it is necessary to review the Party's regulations, the Constitution, the Law on the Organization of the Vietnam Fatherland Front and other current legal documents to report to competent authorities for consideration and direction for amendments and supplements as soon as possible. Another important content is to check and review the financial work, headquarters and public assets of organizations before merging to strictly manage, ensure no loss or waste occurs, and promptly handle violations.

The reform is being implemented throughout the political system, from the central to the grassroots level, covering all sectors, fields and organizations, with a synchronous and comprehensive approach. Together with the Party and State agencies, the Vietnam Fatherland Front and socio-political organizations, mass organizations assigned by the Party and the State to carry out the streamlining is a very necessary and urgent task. The Front plays a particularly important role in the political system, especially in the context of Vietnam having a single Party leadership, unlike countries with a multi-party system. The Front undertakes the function of social supervision and criticism, contributing to helping the Party's guidelines stay close to reality, closely linked to people's lives, thereby limiting mistakes in the process of policy planning and implementation.
Furthermore, whether the Front and its member organizations can truly perform the function of uniting forces and the masses and effectively demonstrating their role is a matter worth discussing. Before the renovation period, the Front had only 16 member organizations, now it has increased to nearly 70 members, not to mention hundreds of small affiliated organizations in provinces and cities. Reality shows that many organizations have been "born" but have not performed well their functions and tasks. Therefore, streamlining is necessary, it is better to have fewer but more.
