Launching the Provincial Center for Investment, Trade and Tourism Promotion

On January 6, 2024, the Ninh Thuan Provincial Center for Investment, Trade and Tourism Promotion (Center) held a launching ceremony. This is the only focal point performing the task of promoting investment, trade, industrial promotion and tourism (DT,TM,KC&DL) in the province; providing public services and organizing consultations and guidance for investors and enterprises (DN) to carry out procedures related to the field of DT,TM,KC&DL.

Comrade Truong Van Tien, Director of the Center, said: Pursuant to Decision No. 954/2023/QD-TTg of the Prime Minister, the Center was established on the basis of merging the Economic Development Office under the Department of Planning and Investment, the Industrial Promotion and Trade Promotion Center under the Department of Industry and Trade and the Tourism Promotion Information Center under the Department of Culture, Sports and Tourism.

The Center was established as a focal point for promoting investment, trade, industrial parks and tourism in the province. Providing public services and organizing consultations and guiding investors and enterprises in carrying out procedures related to the fields of investment, trade, industrial parks and tourism; creating favorable conditions for units, organizations and individuals to invest and develop in the province and enhancing the synchronization and unity in the establishment and implementation of programs, projects and promotion plans in the fields of investment, trade, industrial parks and tourism, creating conditions to improve the efficiency of using human resources, facilities, investment resources in the promotion of investment, trade, industrial parks and tourism and local development. The Center operates in the province and coordinates with agencies, units and localities nationwide on issues related to the promotion of investment, trade, industrial parks and tourism. The Center is a public service unit under the Provincial People's Committee; under the direct direction, management and administration of the Provincial People's Committee and the Chairman of the Provincial People's Committee; at the same time under the guidance, inspection and supervision of specialized state management agencies.

The Center's mission focuses on four main areas, specifically:

Guidance and support for investment procedures: Providing public services and organizing consultancy and guidance for investors and enterprises to carry out procedures related to the fields of investment, trade, industrial parks and tourism. Presiding over and coordinating with relevant departments, branches and units to introduce investment projects in the province; guiding, supervising and urging the progress of project implementation and reporting to the Provincial People's Committee on difficulties encountered by investors to remove difficulties for investors; receiving feedback and recommendations from enterprises; advising and organizing dialogue activities between authorities at all levels with enterprises and investors; organizing conferences for provincial leaders and functional agencies to work with enterprises to resolve difficulties and problems of enterprises and investors; presiding over and coordinating with investors to survey locations, investment and business environment, and connecting infrastructure for investment projects using land (except for residential real estate projects and mineral exploitation); Provide information on construction planning, land use planning, industry planning, other fields and issues related to construction investment for locations and places where investors need to find information to study project proposals; take the lead in supporting and guiding on investment procedures for investors before the Provincial Public Administration Service Center receives requests for investment policy approval; monitor and summarize the progress of processing by functional departments, branches and sectors on investment policy approval for investment projects in the province (except for projects in economic zones and industrial parks) to report to the Provincial People's Committee and the Chairman of the Provincial People's Committee.

Investment, Trade, Industrial Zones and Tourism Activities: Organize information, propaganda and promotion to investors of the province's long-term, medium-term and annual programs and plans on investment, trade, industrial zone and tourism promotion; publicize and support domestic and foreign investors to access and learn about the list of projects and products attracting and calling for investment in the province. Organize information, propaganda and promotion to investors of mechanisms, policies, solutions and orientations to attract investment, promote and promote investment, trade, industrial zone and tourism; programs to support and encourage the province's exports and foreign investment in the province; take the lead in coordinating with relevant departments, branches and units to propose and effectively implement domestic and foreign investment, trade, industrial zone and tourism promotion programs. Coordinate with the Foreign Investment Agency (Ministry of Planning and Investment); the Trade Promotion Agency (Ministry of Industry and Trade); Vietnam National Administration of Tourism (Ministry of Culture, Sports and Tourism) integrates participation in domestic and international investment, trade, tourism and industrial development promotion programs every year according to plan.

Perform tasks and powers as prescribed by law related to industrial promotion and support for industrial cluster development; the field of economical and efficient energy use; the field of e-commerce, the field of sustainable production and consumption; application of information technology and digital transformation in trade promotion activities.

Support for business development: Accompany and support business development, perform the task of connecting and synthesizing feedback from businesses, focusing on supporting the resolution of difficulties and problems for businesses; support access to land, credit, and markets; build brands, connect trade, support training, guide and advise investors and businesses on the application of policies and laws in the fields of investment, trade, industrial parks and tourism; provide guidance and advice on administrative procedures and issues related to investment, trade, industrial parks and tourism activities in the province, create a driving force to promote business development, and create the most favorable conditions for businesses to develop sustainably.

Carry out other tasks related to the promotion of investment, trade, industry and tourism, the field of economical and efficient use of energy; the field of sustainable production and consumption assigned by the Provincial People's Committee, the Chairman of the Provincial People's Committee and competent authorities.
