Merging Land Fund Development Center and Son Tay Construction Investment Project Management Board

TPO - According to the decision just issued by the Hanoi People's Committee, the Son Tay Town Land Fund Development Center will be merged into the Construction Investment Project Management Board. The new unit's name is the Son Tay Town Construction Investment Project Management Board, under the jurisdiction of Son Tay Town.

According to the Decision, the Son Tay Town Construction Investment Project Management Board (abbreviated as the Project Management Board) is a public service unit under the People's Committee of Son Tay Town. The Project Management Board has legal status and its own seal, and is allowed to open accounts at the State Treasury and banks in accordance with current laws.

The Project Management Board is the investor and authorizes the investor of a number of projects using budget and non-budget capital. The Project Management Board is authorized to manage projects of other investors under signed project management authorization contracts. At the same time, the organization manages projects of which it is the investor and accepts project management authorization under authorization contracts for other investors when requested and has sufficient capacity to perform.

The Project Management Board also organizes the implementation of compensation, support and resettlement, creation, development, management and exploitation of land funds. At the same time, receives the transfer of land use rights from organizations, households, individuals...

The organizational structure of the Project Management Board includes: Director and 3 Deputy Directors. Specialized departments include: Planning - Synthesis Department, Project Management Department, Site Clearance Department.

The Project Management Board has 48 staff. Based on the level and nature of the work, the Project Management Board can sign contracts to hire and contract work to complete assigned tasks at specific times according to regulations.

The Hanoi People's Committee requested the Director of the Land Fund Development Center to count the number of employees, operating expenses, equipment, records, documents, and debts to hand over to the Project Management Board and collect the seal according to regulations.

The Director of the Project Management Board receives, arranges, organizes, and stabilizes the organization, personnel, finance, assets, office, records, documents, and debts. At the same time, perfects the leadership and management positions of the departments according to the hierarchy of staff management.

In cases where the position of Director or Deputy Director of two units before the merger has been completed, but they cease to hold the leadership position after the organizational restructuring; or are appointed to a new leadership position with a lower leadership allowance than the old allowance, they will be entitled to retain the leadership allowance.

When implementing the reorganization, if the number of Deputy Directors of the unit increases compared to the above number, within a maximum period of 36 months, the People's Committee of Son Tay town is responsible for arranging and reducing the number of deputies according to regulations.
