On the morning of September 18, the Tan Son Nhat Ward Public Administration Service Center (HCMC) was bustling with people coming in and out. After assisting some people with subsidy payment procedures, Ms. Nguyen Thi Thanh Thao, a civil servant in charge of policies for meritorious people, gender equality, religion and ethnicity, said: "The ward has 8,316 elderly people and 440 people with disabilities. Every day I receive about 40-50 elderly people in contact with work related to subsidy payments, insurance... There is a lot of work, but seeing the elderly happy, everyone tries harder." Ms. Thao's wish is to continue working and devoting herself to her job.

Also in charge of the same work as Ms. Thao in Tan Son Nhat ward, Ms. Nguyen Thi Truc Linh (37 years old) is a non-professional worker. Having been working for nearly 10 years, with a university degree in Law and Fashion Sewing, so when hearing the news that non-professional workers at ward and commune levels would stop being employed, Ms. Linh was extremely confused.
As a single mother raising two young children, Ms. Linh was very afraid of losing her job. When she learned that non-professional workers had their working time extended until May 31, 2026, she was very happy. In addition, the Government issued Decree 170/2025/ND-CP regulating the recruitment, use and management of civil servants, effective from July 1, 2025.
Ms. Linh affirmed: “I have and will continue to devote all my efforts to serving the people. However, in the second phase of the restructuring process that is being implemented, if I am not eligible to be retained, I will apply to participate in the preferential credit program through the Social Policy Bank with a maximum loan of 300 million VND/person, to start a new business from scratch.”
Early implementation of policies
After the merger, the People's Committee of Ho Chi Minh City has developed and implemented a plan and roadmap for arranging and reorganizing the staff, civil servants, public employees and non-professional workers (abbreviated as workers) after the merger, in 2 phases. The plan aims to reduce the payroll by 4% each year (about 4,500 people) within 5 years and terminate the activities of nearly 6,000 non-professional workers.
In addition to ensuring the rights of workers when reorganizing, the city also synchronously implements many post-reorganization support policies to help workers quickly stabilize their lives and integrate into the new working environment. In addition, the People's Council of Ho Chi Minh City has passed a resolution to support vocational training, provide loans for career conversion with a maximum loan of 300 million VND; introduce jobs; support for purchasing or renting social housing for workers after reorganizing the apparatus of the political system in the area...
In many localities in the city, propaganda and dissemination of policies to individuals are widely deployed.
Mr. Doan Van Du, Chairman of Tan Thoi Nhat Ward People's Committee, shared: "After reviewing and rearranging workers, the ward has provided specific information about the support policies of the Central Government and the city. Up to now, 7/56 people have applied for leave according to their personal wishes and are working in the ward. Of these, 1 person has been introduced and arranged a stable job at Tan Binh General Hospital, the remaining 6 people hope to borrow capital to start a business."
According to Mr. Nguyen Tan Ban, Secretary of the Vung Tau Ward Party Committee, to achieve the goal of supporting vocational training and providing loans for career conversion, close coordination between the four parties (government - trainees - vocational training institutions - enterprises) is needed in implementation. In addition, policy propaganda activities need to be deployed in a diverse and timely manner, with clear and easy-to-understand content so that affected people know exactly their rights and procedures.
In addition to some localities actively propagating and bringing the resolution of the HCMC People's Council to affected people, there are still many wards and communes that are passive and confused in implementing the resolution.
Mr. NVT (name withheld, residing in Phu Giao commune) wondered: at the 3rd session (special session) of the 10th term of the People's Council of Ho Chi Minh City, term 2021-2026, 35 resolutions were passed, including Resolution No. 28/2025/NQ-HDND stipulating policies to support vocational training for those who have quit their jobs due to the process of restructuring the political system's apparatus, restructuring administrative units according to the 2-level local government organization model in the city, but the implementation of Resolution No. 28/2025/NQ-HDND at the grassroots level is not clear. Many workers who have quit their jobs are waiting every day but have not been able to access information: who organizes, how to register for vocational training, what are the standards...
“The city needs to soon publicize the list of training occupations, support costs, and participation procedures. Along with that, it is necessary to build a regular inspection and supervision mechanism from the People's Council, the Fatherland Front Committee, and organizations. The city should assign specific responsibilities to the People's Committees of wards and communes in receiving and approving documents, and implementing transparent financial settlement with post-audit. Localities should promote the application of information technology to manage the list of policy beneficiaries, avoiding duplication and wrong subjects. Only then will the policy be put into practice,” Mr. Nguyen Tan Ban, Secretary of the Party Committee of Vung Tau Ward, suggested.
