On November 30, Lam Dong Provincial People's Committee announced that it had just assigned the Department of Planning and Investment to urgently advise the Provincial People's Committee to report to the Ministry of Planning and Investment on issues related to the project of Thien Ma - Madagui Horse Racing and Dog Racing Track - Polo Club and Horse Performance (in Da Huoai District) of Thien Ma - Madagui Horse Racing Joint Stock Company (proposed before December 8).

Previously, Lam Dong Provincial People's Committee had decided to approve the adjustment of the investment policy of the project "Thien Ma - Madagui Horse Racecourse - Polo Club and Horse Show of this company". The project was granted the first Investment Certificate by the Provincial People's Committee on January 29, 2011 (first change certificate on July 15, 2011, second change certificate on March 21, 2013, third change certificate on April 25, 2014); Department of Planning and Investment granted the first Investment Registration Certificate on July 12, 2021. The adjusted content is the project: Thien Ma - Madagui Horse Racecourse, Dog Racecourse - Polo Club and Horse Show.

The project's objective is to invest in the construction of a horse racing track, a dog racing track, a horse racing club and horse performance in Da Huoai district to exploit the strengths of the locality, contribute to attracting domestic and foreign tourists , create jobs, improve and raise the living standards of local people, increase the contribution to the local budget; organize horse racing and dog racing activities when fully meeting the prescribed conditions.

The project area is over 69.8 hectares; total project capital: 1,548.6 billion VND, of which: equity capital of Thien Ma - Madagui Horse Racing Joint Stock Company: 233.6 billion VND; mobilized capital, borrowed capital: 1,315 billion VND.

Progress of basic construction investment according to the Investment Certificate dated January 29, 2011 and Document No. 3218/UBND-VX2 dated May 20, 2021 of the Provincial People's Committee up to October 2023: completed investment procedures (land lease, environmental impact assessment, planning...), built company office, roads and some construction items (total investment capital of about 159.7 billion VND).

The progress is adjusted by 24 months, specifically by November 2025 to complete and put the project into operation.

Thien Ma - Madagui Horse Racing Joint Stock Company is responsible for carrying out procedures to add investment targets with betting activities, procedures to adjust the Investment Registration Certificate in accordance with regulations. Carry out business and project activities in accordance with approved targets; comply with the provisions of law on investment, land, construction, business and other regulations related to the investment project. Do not transfer the project during the time the Provincial People's Committee approves the progress adjustment, complete the entire investment project in accordance with the commitment and the extended time.

As Thanh Nien reported, previously, in this project, the investor built 16 works and construction items, with a total construction area of 6,429 ^m2 without changing the land use purpose (LUP) and without a construction permit. Of these, 13/16 construction items have locations and basic construction areas in accordance with the approved planning; the remaining 3/16 construction items are not included in the approved planning.

The People's Committee of Da Huoai District has administratively fined Thien Ma - Madagui Horse Racing Joint Stock Company 80 million VND and forced the restoration of the original state of the land before the violation for 3 projects (109 ^m2 ) that are not in accordance with the planning. At the same time, the company was forced to carry out procedures for transferring land use rights according to regulations for 13 projects (area of 6,320 m2) in accordance with the planning. In parallel with this, the investor also carried out procedures to adjust the project into: Thien Ma Madagui Horse and Dog Racing Track - Polo and Horse Performance Club (with betting business).
