At 1:00 p.m. on September 23, the storm was in the northeastern sea, the northern East Sea area with strong winds of level 17, gusting above level 17; moving in the West Northwest direction at a speed of about 20-25 km/h and entering the East Sea. The affected area is the northeastern sea area of ​​the northern East Sea area. Disaster risk level 4.

As of 1 p.m. on September 24, the storm was in the northern sea, in the North Northeast region, about 230km east of Leizhou Island (China) with strong winds of level 15-16, gusting to level 17; moving in the West Northwest direction at a speed of about 20-25km/h. The affected area is the northern sea area of ​​the North East Sea. Disaster risk level 4.

At 1 p.m. on September 25, the storm was in the sea area of ​​Quang Ninh - Ninh Binh with strong winds of level 12-13, gusts of level 16; moving in the West Southwest direction at a speed of about 20km/h and gradually weakening. The affected area is the sea area northwest of the North East Sea, the Gulf of Tonkin. Disaster risk level 4.

From the next 72 to 120 hours, the storm will move mainly in the West Southwest direction, about 20km per hour, and continue to weaken.

Associate Professor, PhD, Director of the National Center for Hydro-Meteorological Forecasting Mai Van Khiem noted: Due to the influence of the storm, the northern sea area of ​​the North East Sea will gradually increase to level 8-9, then increase to level 10-14, the area near the center of the super storm will have level 15-17, gusts above level 17, waves over 10m high; the sea will be very rough.

From September 24, the wind in the Gulf of Tonkin will gradually increase to level 6-7, then increase to level 8-10, near the storm center it will be level 11-13, gusting to level 16, waves 5-7m high, and the sea will be very rough.

Ships operating in the above mentioned dangerous areas are likely to be affected by storms, whirlwinds, very strong winds and very large waves.

The National Center for Hydro-Meteorological Forecasting predicts that this is a very strong storm (currently reaching super typhoon level and will continue to maintain super typhoon level in the next 2 days when operating in the East Sea), the range of strong winds is very wide, especially need to be careful of thunderstorms before the storm directly affects (even when the storm center is still about 300-400km away). According to the forecasting agency, up to now, it is likely that storm RAGASA will directly affect the mainland of the Northern and North Central provinces.

In order to respond to super typhoon RAGASA early and from afar, ensuring the safety of people's lives and minimizing property damage, on September 22, the Prime Minister issued Official Dispatch No. 170/CD-TTg on proactively responding to super typhoon RAGASA. In particular, the Prime Minister requested the Minister of Agriculture and Environment; Secretaries and Chairmen of People's Committees of provinces and cities from Quang Ngai and above not to be negligent or subjective in organizing monitoring, updating, and grasping the developments of the storm and the situation in the locality; focusing on directing, reviewing, updating plans, and being ready to immediately deploy measures to respond to super typhoon RAGASA with the most drastic spirit, early and from afar, proactively taking response measures at the highest level, anticipating the worst scenario to ensure the safety of people's lives, minimizing property damage to people and the State, and not to be passive or surprised in any situation.

Coastal provinces and cities from Quang Ninh to Quang Ngai, especially Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri and Hue (areas where very strong storm winds are forecasted) postpone unnecessary meetings, mobilize the entire political system to take action, focus on leading, directing, implementing and urging the response to super typhoon RAGASA, including urgently reviewing and counting all local vessels and vehicles operating at sea and along the coast; coordinate with relevant agencies by all means to inform ship owners and captains of vessels and vehicles still operating at sea about the developments and forecast of the storm's direction of movement; guide movement to escape and not enter areas at risk of being affected by the storm; call on and guide vessels and vehicles to safe shelters; at the same time guide and support the implementation of necessary measures to ensure safety for vessels at anchorage.

The above-mentioned provinces and cities, based on the specific situation of the risk and level of impact of the storm on the locality, proactively decide to restrict ships and means of transport from going out to sea, operating at sea or prohibit the sea when necessary (pay attention to prevent storms and lightning before the storm directly affects); decide to control and limit means of transport during the storm causing strong winds and heavy rain to limit incidents and ensure the safety of people's lives.

Provinces and cities should deploy measures to prevent and combat storms at sea, on islands, in coastal areas and on land as soon as possible, paying attention to proactively reinforcing the safety of houses, infrastructure works, sea dykes, limiting damage to production, especially agricultural production in coastal areas; supporting people in harvesting agricultural products that are about to be harvested with the motto "green at home is better than old in the fields" to limit damage caused by storms; reviewing plans, forces and means to be ready to organize and implement support work to evacuate and relocate people in unsafe areas before the storm directly affects them and deploy response, rescue and relief work when bad situations occur; forecasting and providing the most complete, earliest and accurate information on the developments and impacts of storms.

The Minister of Agriculture and Environment directed the hydrometeorological forecasting agency to closely monitor, coordinate, and consult international forecast information to forecast and provide the earliest, most complete, and most accurate information on the developments and impacts of storms, and at the same time identify the worst possible scenario so that authorities and people know and proactively deploy appropriate, timely, and effective response measures; proactively direct the work of ensuring safety for fishing vessels operating at sea and along the coast, deploy measures to protect dykes, irrigation dams, and agricultural production; coordinate with the industry and trade sector to support localities in directing the safe and effective operation of the inter-reservoir system, preventing unsafe dams and reservoirs from occurring.

The Minister of Agriculture and Environment shall closely monitor the situation, regularly update and proactively notify dangerous areas at sea so that ships and vehicles operating at sea know not to enter or exit dangerous areas. Direct and urge sectors and localities to deploy response work appropriate to the actual situation, promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister to direct issues beyond their authority.
