Accordingly, the Department of Transport will stop accepting applications for issuance, renewal and re-issuance of road motor vehicle driving licenses from 4:30 p.m. on February 28 to serve the task handover as prescribed.

On February 28, 2025, the Department will only accept applications for issuance, renewal, and re-issuance of car driving licenses that are valid for less than 5 days from the expiration date printed on the front of the driving license.

Previously, on February 26, the People's Committee of Hai Duong province issued a decision to transfer the state management function and task of testing and granting driving licenses for road motor vehicles from the Department of Transport to the Hai Duong Provincial Police Department. The decision takes effect from March 1, 2025.

The Provincial People's Committee assigned the Director of the Provincial Police to preside over and coordinate with the Department of Transport (Department of Construction after the reorganization) and relevant departments, branches, agencies and units to carry out the handover, acceptance, procedures regarding seals, tasks, obligations, legal procedures and develop a specific acceptance plan after transferring to the Provincial Police for management in accordance with regulations.
