The Ho Chi Minh City Department of Construction has affirmed that the plan to renovate more than 500 old apartment buildings in the next 10 years is feasible. To do this, the Department will deploy many solutions to speed up the progress, from financial support to increased decentralization to localities.
On the afternoon of March 6, at a press conference on the socio -economic situation in the city, Mr. Vu Anh Dung, Deputy Head of the Urban Development Department, Ho Chi Minh City Department of Construction, affirmed that the plan to renovate and repair more than 500 old apartment buildings in Ho Chi Minh City, including those built before 1975 and the period 1975-1994 in the next 10 years is completely feasible and has a basis for effective implementation.

According to Mr. Dung, the renovation of apartment buildings includes two main groups, including relocation and demolition for new construction of severely damaged and dangerous apartment buildings that have been inspected and must be demolished. At the same time, repair and upgrade of the remaining apartment buildings that are not yet subject to demolition to prevent degradation and improve urban aesthetics.
Previously, Ho Chi Minh City mainly focused on renovating apartments built before 1975. However, according to current legal regulations, apartments built from 1975 to 1994 are also in need of renovation and repair. Therefore, the city divided the implementation into two phases but still prioritized focusing on apartments built before 1975.

"In the 2016-2020 period, the city used the budget to renovate and repair 237/474 apartment buildings built before 1975, reaching a rate of 49.3%, basically meeting the target of renovating and building 50% of old apartment buildings before 1975. Therefore, setting the goal of completing more than 500 old apartment buildings in the next 10 years is completely reasonable," said Mr. Dung.
In the coming time, Ho Chi Minh City has proposed many drastic solutions to speed up the relocation, demolition, and construction of new apartments to replace old, damaged, and dangerous apartments that must be demolished. This includes speeding up the review and inspection of apartment quality, and developing and approving plans to renovate and rebuild old buildings. The State budget will be flexibly used to support this process.
At the same time, the city has given more initiative to the People's Committees of districts, towns and Thu Duc City in implementing apartment renovations in the area. In addition, incentive mechanisms and policies for investors and residents are also being completed. Notable supports include: 50% support for the cost of building technical infrastructure within the project, up to 10 billion VND/project; 50% support for relocation costs, forced relocation according to the plan; 100% support for appraisal fees for construction investment projects.
If necessary, Ho Chi Minh City will take resolute measures to deal with cases of intentional non-compliance with regulations, affecting the overall progress, especially with seriously degraded and potentially dangerous apartment buildings.
