The Ministry of Transport has just sent an official dispatch to the National Assembly Delegation of Ha Nam province in response to the petition of voters of this province regarding the expansion of the National Highway 38 bypass route through the area.
According to voters of Ha Nam province, currently the section of National Highway 38 avoiding Hoa Mac town, Duy Tien town has a very heavy traffic volume, the traffic situation on this road is increasingly complicated, people have difficulty traveling, many serious accidents have occurred.
From there, voters requested that competent authorities consider expanding the National Highway 38 bypass to ensure traffic safety for people.

According to the Road Network Planning, National Highway 38 has a total length of about 96km, with 2-4 lanes. The section passing through Ha Nam province, 33km long, is basically in operation with 2 lanes and a width of 12m. The section avoiding Hoa Mac town has a large traffic volume, posing a risk of congestion and traffic insecurity.
Agreeing with the need to study the expansion of National Highway 38, avoiding Hoa Mac town, according to voters' recommendations to meet transportation needs and enhance traffic safety on the route, the Ministry of Transport said: Because the Hoa Mac town bypass section is invested in the form of BOT. The toll collection period is expected to be until May 2028, in the coming time, based on the remaining toll collection period and the transportation needs of the section, the Ministry of Transport will coordinate with the People's Committee of Ha Nam province to consider early investment in expanding the above bypass section.
