Strengthening the prevention of prostitution

Quang Ninh is a province with rapid urbanization, with commercial, service and tourism centers. Therefore, it also leads to the development of service business establishments that are easily exploited for prostitution activities. To limit prostitution in the area, recently, the Criminal Police Department (Quang Ninh Police) has proactively advised the Provincial Police leaders to direct professional departments and police of communes and wards to focus on synchronously implementing professional measures, preventing and fighting against prostitution, not allowing the formation of complex prostitution hotspots and "hot spots", causing public outrage.

In the first 6 months of 2025, Quang Ninh Provincial Police discovered, arrested and handled 5 cases, 38 subjects related to prostitution activities, a decrease of 1 case, an increase of 17 subjects compared to the same period in 2024; prosecuted 5 cases with 10 defendants; administratively handled 28 subjects buying and selling sex in the prosecuted case; currently investigating 1 case with 3 subjects.

Typically, at 9:30 p.m. on May 13, 2025, the Criminal Police Department of Quang Ninh Provincial Police coordinated with the Quang Chinh Commune Police (Hai Ha District), now Quang Ha Commune, to conduct an administrative inspection at Dinh Khai Motel owned by Nguyen Thi Thanh, born in 1969, residing in Village 4, Quang Ha Commune, and discovered two couples engaging in prostitution. Based on initial statements, Nguyen Thi Thanh was identified as the person directly managing the prostitution activities at this facility.

On May 25, the Quang Ninh Provincial Police Department issued a decision to prosecute the case, prosecute the accused and issue a temporary detention order for Nguyen Thi Thanh (born in 1969), residing in village 4, Quang Chinh commune, Hai Ha district (now Quang Ha commune) for prostitution. Along with that, the authorities also issued a decision to prosecute the accused and a temporary detention order for Be Van Tu (born in 1992), residing in village 8, Quang Chinh commune, Hai Ha district (now Quang Ha commune) and Lo Van Dong (born in 2002) Thanh Yen commune ( Dien Bien province) for prostitution brokerage.

According to inspection statistics, in the whole Quang Ninh province, there are 2,565 business establishments, including 2,062 accommodation establishments, 451 karaoke establishments, 2 dance clubs, and 50 massage establishments. These are high-risk service business locations, prone to prostitution.

Currently, the spontaneous, individual prostitution activities of some women from other localities who come to the area due to unemployment, laziness, and difficult circumstances still occur. Prostitutes from other localities come to the area to operate under the guise of receptionists and service staff at karaoke and massage parlors. In particular, brokers and prostitutes take advantage of the internet, information technology applications, and cyberspace to solicit and broker prostitution under the form of "call girls", and there is a situation where prostitutes operate independently without going through others (pimps, brokers) with sophisticated, discreet forms of operation that pose the risk of complicated developments.

To ensure effective implementation of the fight against prostitution in the coming time, the Criminal Police Department (Quang Ninh Provincial Police) will coordinate with local police to strengthen the work of grasping the situation, strictly managing the area and subjects, promoting extensive propaganda among the masses, promptly handling reports and denunciations from people about activities related to prostitution. At the same time, the Department will also proactively grasp the situation, review, collect information, and supplement the list of subjects with conditions and capabilities related to prostitution activities for management, prevention and organization of the fight; regularly coordinate with relevant agencies and units to conduct inspections and sign commitments to not let prostitution occur at business establishments in the province.
