Hanoi issues new regulations on preventing and combating prostitution

The Hanoi People's Committee has just issued Decision No. 4690/QD-UBND promulgating the Regulations on the organization and operation of the Interdisciplinary Inspection Team on prostitution prevention and control in Hanoi.

Regulations regulating the activities and working regime of the Hanoi City Interdisciplinary Inspection Team on Prostitution Prevention and Control (Interdisciplinary Inspection Team 178); applicable to members of Interdisciplinary Inspection Team 178 and coordinating organizations and individuals.

The interdisciplinary inspection team is responsible for advising the City People's Committee on organization and inspection plans; monitoring, inspecting, and urging the activities of commune-level teams; proposing measures to prevent and handle prostitution...

In addition, the Inspection Team has the right to request organizations and individuals to provide information for inspection purposes; draw up records and handle violations within its authority; and recommend measures to handle administrative violations.

Regarding the organizational structure, depending on the actual situation, one or two teams can be established, each team consists of one team leader, one or two deputy team leaders, and members are assigned by departments and branches. The team leader is the leader of the Department of Population, Children and Prevention of Social Evils. The deputy team leader is a representative of the departments: Culture - Sports , Home Affairs, Industry and Trade, Tourism, City Police; members are civil servants of the above departments and branches.

The inspection team operates according to the principles of law compliance, objectivity, no duplicate inspections; no obstruction of normal business operations; prohibition of abuse of power, bribery, disclosure of information; only inspections when there are 3 or more people, ensuring sufficient valid components.

Regarding meeting, reporting and training regime, the Inspection Team holds regular meetings every 6 months and annually; holds extraordinary meetings when necessary; periodically or unexpectedly reports inspection results; organizes professional training, study and exchange experiences.
