Strengthening management of teaching disabled children after reflection from Tuoi Tre newspaper

The Department of Education and Training of Da Nang City has just sent an official dispatch to the education departments of districts, schools and centers under the department to direct the strengthening of management of teaching disabled children in the area.

Accordingly, the leaders of the Department of Education and Training of Da Nang City informed that recently, the care and education of children with disabilities at preschools, specialized educational facilities under the Department of Education and Training and general schools with disabled students studying in inclusive education have been focused on and achieved certain results.

However, through inspection, it was found that some facilities and individuals were teaching disabled children without permission from competent authorities, without a teaching program, teachers without appropriate professional qualifications and inadequate facilities...

Therefore, the Department of Education and Training of Da Nang City requires education departments to advise the People's Committees of districts to strengthen the review and inspection of organizations and individuals that conduct teaching outside of school in the area; promptly detect and strictly handle organizations and individuals that teach children with disabilities without ensuring regulations.

Units and schools must strengthen staff management, not allowing teachers to organize educational activities that are not in accordance with regulations or their training; to organize educational activities outside of school or to participate in teaching at unlicensed educational institutions that do not comply with regulations.

Implement well the education of children with disabilities according to the regulations of the competent authorities; the directives and instructions of the city and the Department of Education and Training related to the education of children with disabilities...

Previously, Tuoi Tre newspaper had an article (part of the investigative series "Tran ai tim noi den tuc tuc tuc tuc tuc", published on October 28) about the fact that in Da Nang city there is an autistic intervention facility opened by parents without a license. The facilities are not guaranteed but they still accept to teach and take care of boarding children.

A physical education teacher claims that autism is a mental illness and can be cured. Although he has no expertise, he performs "autism treatment" methods such as acupressure on children's foreheads and swimming lessons... at his own home.

After the reflection, the authorities inspected and stopped the operation of the two above facilities because they did not ensure compliance with regulations. For facilities that meet the conditions but are not licensed, the owners of the facilities are instructed to contact the competent authority for instructions on granting operating licenses.
