Implementing the direction of the Provincial People's Committee on focusing on completing the registration and temporary registration of "3 no" fishing vessels in the province, the Department of Agriculture and Rural Development is assigned to preside over and coordinate with the Provincial Border Guard Command, relevant departments and branches and People's Committees of coastal districts, towns and cities to develop and issue a plan to organize and complete the census of all fishing vessels of 6 meters or more that have not been registered at the commune and village levels.

At the same time, focus resources (assignment, arrangement of forces; division into groups, by area) to implement the registration and temporary registration of "3 no" fishing vessels in operation for monitoring and management before the Circular amending and supplementing Circular No. 23/2018/TT-BNNPTNT dated November 15, 2018 of the Ministry of Agriculture and Rural Development takes effect. The required completion time is before March 15, 2024.

With the aim of seriously implementing the Central Government's direction on the key and urgent task of combating IUU fishing, overcoming the EC's recommendations in the management of fishing fleets, aiming to remove the EC's "yellow card" warning. In addition, to conduct a general inspection and correctly assess the technical status of fishing vessels that have arisen and are unregistered, preparing for the official registration step according to legal regulations after the new circular takes effect. This also ensures the safety of people and fishing vessels operating at sea.

Therefore, it is required that all unregistered fishing vessels (“3 no” fishing vessels) operating in the province must be inspected, assessed for their current status and registered or temporarily registered for monitoring and management. Competent agencies and local authorities, especially commune-level authorities, must take synchronous and drastic measures to register and temporarily register “3 no” fishing vessels. Strengthen control and prevention to prevent the emergence of “3 no” fishing vessels in the management area. Those who are managing and using “3 no” fishing vessels must strictly comply with legal regulations and comply with the requirements of State agencies and functional forces in registering and temporarily registering.

Subjects of implementation are fishing vessels that have been granted registration by the district-level People's Committee according to the previous classification (3-digit vessels) but have not yet re-registered according to the provisions of the 2017 Fisheries Law. Fishing vessels arising from new construction, conversion, and sale with legal documents but not yet registered. Fishing vessels that have been registered but have had their registrations erased and are still in operation. Fishing vessels bought and sold without documents of origin. Newly built or converted fishing vessels without permission from competent authorities. Fishing vessels that have been registered for purchase and sale or have changed owners but have not yet completed the name change procedure but have already converted the fishing vessel. Newly built or converted fishing vessels at facilities within the province do not have a certificate of eligibility to build or convert fishing vessels, so they do not have a factory release certificate. Fishing vessels purchased from outside the province have not yet re-registered due to the lack of approval documents from competent authorities; there are no documents transferring fishing license quotas from the province selling the vessel or the quota of offshore fishing license of the province has expired (for fishing vessels with a length of 15 m or more); Fishermen who buy fishing boats convert their own fishing boats without transferring the name or re-registering the fishing boats.

The Department of Fisheries is the focal agency, responsible for organizing professional teams to coordinate with local forces to deploy simultaneously in the localities, ensuring the completion of registration and temporary registration of fishing vessels for "3 no" fishing vessels before March 15, 2024 according to the direction of the Provincial People's Committee.

The specific implementation schedule in the localities is as follows: Tuy Phong District, Bac Binh, Phan Thiet City, Ham Thuan Nam, La Gi, Ham Tan will be implemented from February 26 to March 8, 2024. Phu Quy District will be implemented from March 10 to March 15. During this time, the teams will dredge the registration of fishing vessels of localities in the province.
