Create conditions for staff to work with peace of mind

After the reorganization of provincial administrative units, Ho Chi Minh City with its expanded area, many officials and civil servants from base 2 (former Binh Duong province), base 3 (former Ba Ria - Vung Tau province) were transferred to work at the Ho Chi Minh City Administrative Center (base 1) in Saigon ward. To help officials feel secure in their work, the city has deployed shuttle buses and proposed to expand the subjects who are allocated public housing, showing timely concern, contributing to stabilizing the apparatus and ensuring quality of service to the people.

Ready to support transportation

On the morning of July 2, Ms. Hong Nhu Ngoc (Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee, formerly worked at the Propaganda and Mass Mobilization Department of the old Ba Ria - Vung Tau Provincial Party Committee) went to the first facility of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee to receive the decision on her work after completing the arrangement of the provincial administrative unit. Ms. Ngoc was arranged a shuttle bus from the Ho Chi Minh City Administrative Center (facility 3 in Ba Ria ward) to the center of Ho Chi Minh City.

Traveling a distance of nearly 80km, Ms. Ngoc still feels comfortable because she does not have to drive herself, and can still handle work on the way. Ms. Ngoc also expressed her willingness to work in the center of Ho Chi Minh City (facility 1) if she is arranged and assigned a job position. However, because her family is currently still living in the old facility, she hopes that the agency will support her with a shuttle to work every day; at the same time, she hopes to be arranged a place to stay and be given the opportunity to buy social housing in the center of Ho Chi Minh City to make her work more convenient.

Similarly, Mr. Le Xuan Kien (Vietnam Fatherland Front Committee of Ho Chi Minh City), who lives in Chau Duc district (formerly Ba Ria - Vung Tau province), shared that previously, the distance from home to the office was only a dozen kilometers, but now at the new office, the distance is much longer. Therefore, he wishes to be supported with transportation to and from work every day.

“In the long term, I also hope to receive support for accommodation in the center of Ho Chi Minh City so that I can work with peace of mind. In addition, I hope that with a special mechanism, the city will have a policy to increase income for officials, civil servants, public employees and workers,” Mr. Kien expressed.

Like Ms. Ngoc and Mr. Kien, in the initial phase of operating HCMC after the reorganization, the frequent movement of staff from facilities 2 and 3 to facility 1 and vice versa to perform professional work was necessary.

At the end of June, the Department of Construction of Ho Chi Minh City surveyed more than 1,000 officials, civil servants, public employees, and workers in Binh Duong province (old) and Ba Ria - Vung Tau province (old). The results showed that 95% of them needed to use shuttle buses, 83% needed to use shuttle buses during the day to travel from facilities 2 and 3 to facility 1 in Sai Gon ward. Therefore, Ho Chi Minh City organized 12 shuttle buses to pick up officials from facilities 2 and 3 to work at facility 1 and 12 vice versa.

According to the Ho Chi Minh City Public Transport Management Center, in the beginning, the center will arrange 6 trips per day: 3 trips to pick up - 3 trips to pick up and return, divided into 2 different time frames to serve the travel needs of officials, civil servants, and employees from Binh Duong Administrative Center, Ba Ria - Vung Tau Administrative Center to Ho Chi Minh City Administrative Center. The total number of trips from these points is 12 trips to and from. After the travel demand is stable, the center will increase trips to better serve the travel needs of officials, civil servants, public employees, and workers.

This organization plan aims to provide free transportation for civil servants and public employees working at Party, State, Fatherland Front agencies, and public service units. Civil servants use their civil servant and public employee cards to use the service when boarding the vehicle. The vehicles used for transportation include 4 45-seat vehicles and 6 16-seat vehicles. Wifi is installed on the vehicles. The vehicles will display the information board "Civil servant and public employee shuttle vehicle" on the front windshield for easy recognition.

Proposal to expand the scope of public housing arrangement

Organizing a centralized shuttle bus system not only shows the city leaders' concern for cadres, civil servants, public employees and workers, but also contributes to ensuring social security, work progress and maintaining stability in the administrative apparatus after the merger.

At Thanh An island commune, every day, more than 20 officials and civil servants regularly travel from the mainland to the island to work. Although they have to brave the waves, move things, and catch the ferry early, they all maintain a proactive and cheerful attitude, ready to join the lives of the islanders.

However, in work situations requiring urgent handling, the dependence on ferries makes the movement of cadres, especially commune leaders, encounter many difficulties in terms of time and timeliness. According to the leader of Thanh An Commune People's Committee, the commune used to have a ferry and a public canoe arranged to serve sudden, important situations or when city leaders came to work. Currently, this vehicle has degraded, damaged, and can no longer ensure regular operation. The commune is planning to propose a new replacement vehicle, and at the same time wishes to have it periodically maintained and warranted to better serve the professional work of the team of cadres and civil servants on the island.

Along with transportation, after the arrangement of provincial administrative units, there will arise cases where cadres, civil servants, and public employees under the management authority of Ho Chi Minh City are mobilized, rotated, and seconded to work in places far from their current residence and do not have a house in the area where they are mobilized to work. Many cadres and civil servants have the need to rent public housing or social housing near their workplace but do not meet the conditions to be arranged for public housing.

Therefore, the People's Committee of Ho Chi Minh City has sent a document to the Ministry of Construction proposing the arrangement of public housing according to the actual situation of the locality for subjects not yet specified in the Housing Law 2023.

Accordingly, the People's Committee of Ho Chi Minh City proposed the Ministry of Construction to review, synthesize and submit to the Prime Minister for consideration and decision on expanding the subjects to be arranged for public housing for cadres, civil servants and public employees with a position allowance coefficient below 0.7 or without a position allowance who are transferred or rotated from Ho Chi Minh City to areas of Binh Duong province (old) or Ba Ria - Vung Tau province (old) and vice versa; supplementing area standards and interior equipment norms as a basis for arranging public housing.

This is to implement the public housing policy for the staff, civil servants and public employees of Ho Chi Minh City who are mobilized, rotated or seconded to other workplaces due to the arrangement of provincial administrative units.

Ho Chi Minh City mobilizes 22 officials and civil servants to reinforce grassroots

The Ho Chi Minh City People's Committee has just decided to transfer 22 leaders and managers to work in wards, communes, towns, and special zones for a period of 3 years to strengthen the grassroots and effectively implement the urban government model.

Among the transferred officials, Ms. Tran Thi Tuyet Hong, Deputy Chief of Office of the National Assembly Delegation - HCMC People's Council (old), received a new assignment at the People's Council of Vuon Lai Ward. Sharing with SGGP reporters, Ms. Tran Thi Tuyet Hong said she was honored and excited to be trusted by the city leaders to join the new "journey". According to Ms. Hong, the fact that 22 officials and civil servants were assigned to the grassroots level is an opportunity for each person to have the opportunity to be closer to the people, listen to the people more, and from there, have comprehensive solutions in the work to improve the quality of work.

In recent days, the officials assigned to work at the grassroots level have proactively approached the area to participate in the pilot operation of the two-level government. “As an official working at the provincial level, assigned to the grassroots with a completely new organizational model, this is a challenge but also an opportunity for us to train, continue to contribute and become more mature,” Ms. Hong expressed.
