Clearly identifying the difficulties and challenges affecting the implementation of political tasks, especially at the present time when all levels and sectors are actively rearranging administrative units, streamlining the apparatus and staffing, etc., Party committees and authorities at all levels in the province have actively promoted mass mobilization work. Thereby, helping people understand the viewpoints, guidelines, policies and laws of the Party and State, agreeing to implement socio-economic development programs and projects, towards the goal of building an increasingly rich and civilized province.
Closely follow practice, timely orient propaganda
To effectively carry out important political tasks in the current situation, Party committees and authorities at all levels in the province always thoroughly grasp, deploy and promptly concretize the directive documents of the Central Government and the province. In particular, it focuses on evaluating and promoting the effectiveness of emulation movements and appropriate "Skilled Mass Mobilization" models in each locality and unit; strengthening inspection and supervision of the implementation of directives and resolutions related to mass mobilization work, especially the field of government mass mobilization associated with promoting socio-economic development, ensuring social security, improving people's lives...
Along with that, strengthen the organization of conferences for leaders of Party committees and authorities to dialogue, grasp the thoughts and aspirations of cadres, party members, union members, association members, and people, especially new issues arising in the process of implementing policies and projects for socio-economic development. Especially, in the current period when the whole country and the whole province are focusing on reorganizing administrative units, in many meetings and working sessions of the province, the head of the province always emphasizes that each member of the Provincial Party Committee must directly monitor and urge the assigned areas, not push or avoid; each comrade must be an active propagandist, directly grasp the situation at the grassroots level, clearly explain the policies, orientations and long-term benefits of the arrangement of administrative units; must do first, speak first, go first, create a spread among cadres, party members and the masses, contributing to removing anxiety and fear of change, creating consensus. At the same time, closely follow the new direction at the 11th Conference of the 13th Party Central Committee on reorganizing the apparatus and administrative units at the provincial and communal levels to complete the Project and plan to reorganize the apparatus of the political system to ensure the quality and progress set out.
Chairman of the People's Committee of Le Loi Commune, Ha Long City, Le Thanh Quynh, said: The implementation of the arrangement of commune-level administrative units and the construction of a 2-level local government organization model is an extremely important and meaningful task. To create consensus among the people, we have increased propaganda and mobilization work in many forms, on loudspeakers, commune fanpages; and at the same time included in Party cell meetings so that cadres and party members can clearly understand. Through understanding the people's situation, currently the people in the area do not have opposing opinions, most of them support and are eager for the arrangement of commune-level administrative units and believe that the merger will bring great benefits to the country and the people.

From the emulation models of "Skilled Mass Mobilization", the image of cadres, party members, armed forces soldiers, civil servants, public employees... has also been highlighted, making efforts to practice and improve public ethics, service attitude and sense of responsibility towards the people, always striving to fulfill their tasks well, contributing to building the Party and building an increasingly clean and strong political system.
In localities, agencies and units, closely following the direction of the province, they have actively innovated the content and methods of organizing the emulation movement "Skilled Mass Mobilization" suitable to the conditions and practical situation; focused on building practical and effective "Skilled Mass Mobilization" models, listening to the thoughts and aspirations of the people; preserving and promoting traditional cultural values; land clearance for key projects; environmental protection; building new rural areas; resolving complicated "hot spots" in the area; streamlining the apparatus of the political system to operate effectively and efficiently in the spirit of Resolution No. 18-NQ/TW, creating consensus, stabilizing the apparatus and civil servants after the merger...
According to Mr. Nguyen Manh Tuong, Standing Deputy Secretary of the Quang Ninh Coal Party Committee (TQN), the TQN Party Committee has seriously led the implementation of the emulation movement "Skilled Mass Mobilization" widely throughout the Party Committee. In 2024, from the initial 40 models, the grassroots units have expanded to 411 models for implementation, bringing clear results, contributing to the successful completion of assigned tasks. In 2025, closely following the goals and tasks of the unit, the TQN Party Committee continues to direct the implementation of the emulation movement "Skilled Mass Mobilization", building "Skilled Mass Mobilization" models towards the common goal of ensuring jobs, increasing income, taking care of the material and spiritual life of workers, building and implementing democratic regulations at the grassroots level..., completing the tasks assigned by the Party, the State, and the Group.
Continue to replicate effective models and examples
According to statistics of the Provincial Party Committee's Propaganda and Mass Mobilization Department, the province currently has nearly 2,500 "Skilled Mass Mobilization" models registered to be built in all four areas: Economy ; culture - society; national defense - security; building the political system, of which 1,400 "Skilled Mass Mobilization" models of 1,179 collectives and 221 individuals have been recognized. Typical models include: "Skillfully applying scientific and technological advances in production, contributing to increasing workers' income" of the Party Committee of Vinacomin Automobile Industry Joint Stock Company; "Mobilizing the rearrangement of model gardens, linking up with Dam Ha chicken farming, establishing a cooperative" of the Farmers' Association of Quang Tan commune (Dam Ha district); "Skillfully mobilizing resources to carry out social security work in the city" of the Fatherland Front of Cam Pha city; “Skillfully propagating and mobilizing union members, youth and people to eliminate backward customs and build a civilized lifestyle” by Binh Lieu District Youth Union; “Skillfully propagating and mobilizing people to participate in protecting peaceful borders” by Mong Cai International Border Gate Border Guard Station… These models are spreading throughout localities in the province. Thereby contributing to creating unity and social consensus in implementing the goals of socio-economic development, ensuring national defense and security, stabilizing the situation of people, ethnicities and religions in the province; consolidating and maintaining the great national unity bloc and people's trust in the Party and the government.
Based on the achieved results, in the current period, in order to promptly concretize the Party's policies and viewpoints on mass mobilization work, the Provincial Party Standing Committee has issued many documents on mass mobilization work associated with local practices to focus on leading and directing the political system to strengthen innovation, effectively deploy mass mobilization work, and create unity and consensus among the people. From 2024 to now, the Provincial Party Standing Committee has issued about 25 documents on mass mobilization work, focusing on Action Program No. 38-CTr/TU dated April 10, 2024 of the Provincial Party Executive Committee on implementing Resolution No. 43-NQ/TW of the 13th Party Central Committee on continuing to promote the tradition and strength of great national unity, building our country to be more and more prosperous and happy...
Party committees and party organizations under the province also focused on leading, directing, issuing specific documents and implementing mass mobilization, ethnic and religious work on the basis of closely following the direction of the province and the political tasks of localities and units. Some party committees issued directives on mobilizing people to carry out local political tasks. Typically, the Standing Committee of Dam Ha District Party Committee issued Directive 26-CT/HU on mobilizing people to participate in renovating and upgrading rural roads, building a bright, green and clean environment. The Standing Committee of Ba Che District Party Committee issued Directive 22-CT/HU on strengthening the Party's leadership in mobilizing people to unite and join hands in building advanced new rural areas in the district...
In particular, to make mass mobilization work increasingly innovative in content and implementation methods, focusing strongly on the grassroots, Party committees at all levels have led and directed the mass mobilization system in the province to actively and proactively grasp the situation of the people, ethnic groups, and religions; focus on doing well the work of social security, welfare, progress and social justice, improving the quality of people's lives... At the same time, well implement the Party's directives and resolutions on mass mobilization work, ethnic groups, and religions; strengthen the work of grasping the people's situation; mobilize people to compete in economic, cultural, and social development, striving to successfully achieve all goals set by Party congresses at all levels. In 2025, agencies, units and localities will continue to promote the emulation movement "Skilled Mass Mobilization" closely following Resolution No. 31-NQ/TU of the Provincial Party Committee, the year's working theme: "Breakthrough in economic development, creating momentum for the new term", associated with studying and following the ideology, morality and style of Ho Chi Minh, towards welcoming party congresses at all levels, the 16th Provincial Party Congress, and the 14th National Party Congress.
