Focus on overcoming flooding in Bac Giang ward

At the conference, delegates carefully analyzed the current status of the drainage system in the area. According to the assessment, the current system has been invested in many periods, lacking uniformity in sewer diameter, flow height, water collection pits, etc., leading to many shortcomings. In particular, the drainage system in old residential areas is mainly a shared drainage system, while some new residential areas such as Residential Area No. 2, Cong Ngoc - Bus Station Residential Area, Residential Area No. 3 and Bach Viet Urban Area have separate drainage systems.

The cause of flooding is not only due to heavy rains but also because many places have low ground level, drainage infrastructure is not synchronized, even encroached, canals are not dredged regularly. Some roads still use "frog mouth" type manholes, small cross-section, causing obstruction to the flow.

Based on the assessment of the flooding situation in some areas in Bac Giang ward, the delegates attending the conference proposed a number of urgent measures that need to be implemented immediately to minimize flooding during this year's rainy and stormy season. Specifically: Immediately carry out dredging of manholes on sidewalks to ensure timely drainage; establish an inter-agency flood prevention and control working group, in which clearly assign members in charge of each key manhole location, where local flooding often occurs; arrange specialized vehicles with full technical equipment to be on duty and check throughout the rainy and stormy season; strengthen monitoring and inspection of the operation of regulating lakes, cleaning intake gates and manholes before, during and after the rain; at the same time, ensure the effective operation of key pumping stations, and the work of pumping buffer water needs to be given due attention. Organize forces on duty at frequently flooded points, ready to clear the flow, clean intake gates and manholes to help the flow run smoothly; Strictly operate water regulation processes at regulating lakes and drainage canals, effectively carry out buffer drainage work; promptly check and handle cases of encroachment on drainage infrastructure corridors, especially at canals, sewers, and drainage alleys behind houses in residential areas and urban areas.

After listening to the delegates' comments, comrade Nguyen Ngoc Son basically agreed with the proposed opinions, and emphasized that this was an urgent task. In the immediate future, Bac Giang ward established a rapid response team to deal with flooding, and as soon as it rains, they must immediately go to key locations to handle the situation from the first hour.

Regarding the drainage pumping work, the Department of Agriculture and Environment is requested to direct the pumping work, repair the pumps, and ensure the design capacity. All trash screens need to be opened promptly, not to create blockages when the water reaches the pumping station, and to set a reasonable pumping mode.

At the same time, urban construction management units need to coordinate closely in inspecting each drainage pipe line and develop separate treatment plans according to the characteristics of each line.

He said that the above are some initial preliminary solutions. In the future, the Department will continue to coordinate research to advise the Provincial People's Committee on a plan to thoroughly resolve the urban flooding situation.
