Prioritize and speed up site clearance progress

Implementing investment in construction and moving provincial agencies to the administrative and political center of Dien Bien province has a total of 15 component projects. Up to now, 3 projects have been completed and put into use; 3 projects have basically ensured the progress of the planned plan; 1 project has decided to withdraw and cancel the old project to organize the implementation of compensation and site clearance work according to regulations; currently, 8 projects are behind schedule. For 18 projects generating revenue from land, including 10 projects that are auctioned according to regulations and 8 projects implemented in the form of bidding to select investors. The most difficult and problematic issue at present is site clearance work; the allocated capital has not met the requirements; the provisions of the law on land are still overlapping; some agencies show signs of fear of responsibility...

Comrade Mua A Son, Standing Deputy Secretary of the Provincial Party Committee, emphasized the need to strengthen inspection and supervision of project implementation.

For the project of constructing the Son La - Dien Bien - Tay Trang International Border Gate Expressway Phase 1, the Prime Minister approved the assignment of the Provincial People's Committee as the competent authority to implement it under the public-private partnership (PPP) method; BTL contract type (build - transfer - lease services). Scope of investment: Starting point is Dien Bien Phu City, ending point is the intersection Km15 +800, National Highway 279, Bung Lao Commune, Muong Ang District with a length of about 44km. The total preliminary investment capital is more than 9,200 billion VND. However, there are currently some difficulties in the route direction (affecting the provincial development area) and project synchronization; investment scale (according to the Prime Minister's conclusion, the limited-scale expressway with 2 lanes will not be invested, causing waste of resources and time for upgrading and expanding); BTL contract is a new type, there is no road traffic project applied nationwide so it is not possible to analyze and compare the advantages, disadvantages, and rationality; in terms of capital and the ability to balance capital is currently very difficult because local capital is not feasible, and support from the Central Government has not been approved.

Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee clarified difficulties and obstacles in site clearance work.

Regarding the implementation of the establishment of Dien Bien Phu University, the draft project has been completed and is in the process of being sent to relevant agencies and units for comments. Accordingly, Dien Bien Phu University was established on the basis of the resources of 4 colleges in the province, including the entire staff, lecturers, employees and land and assets on land of 3 schools: College of Economics - Technology, College of Education, Dien Bien Medical College and a part of the staff and appropriate equipment of Dien Bien Vocational College. The total investment capital is 500 billion VND. By 2030, the school will have a stable education and training scale with 4,000 students. In particular, the period 2026-2030 prioritizes opening 4 groups of majors with 13 university levels to serve human resource needs, with an expected scale of 2,000 students; In the period of 2031-2035, 6 groups of majors with 15 training codes will continue to be opened, with an expected scale of 4,000 students. The total number of managers, civil servants, lecturers and employees is expected to be 235 people.

The conference discussed and clarified difficulties and obstacles in the implementation of projects, such as: Site clearance work is still slow; capital is limited; coordination between sectors, units and investors is still not close, not proactively following the goals and tasks to promptly handle arising problems... At the same time, solutions to remove difficulties and speed up the progress of projects in the coming time were proposed.

Concluding the conference, Provincial Party Secretary Tran Quoc Cuong emphasized: Leaders of departments, branches and localities need to be more determined, develop plans and initiatives to speed up the progress of site clearance and related contents for the Investment Plan to build and move provincial agencies into the Provincial Administrative and Political Center. Strengthen inspection work, enhance the responsibility of relevant agencies, especially Dien Bien Phu city and investors, clarify the responsibility of each individual. Focus on prioritizing and speeding up the progress of site clearance work; be more determined and drastic in leadership and direction.

Leaders of the Department of Transport clarified a number of difficulties related to the Son La - Dien Bien - Tay Trang International Border Gate expressway project.

For the Son La – Dien Bien – Tay Trang International Border Gate Expressway Construction Project, Phase 1, it is necessary to take into account foreign investment capital; the Provincial People’s Committee is requested to direct construction units to report on the project in detail.
