On the afternoon of April 8, at the Great Hall of the People, Beijing, immediately after the talks, National Assembly Chairman Vuong Dinh Hue and Chairman of the Standing Committee of the National People's Congress of China Zhao Leji signed a new cooperation agreement between the two sides.
This is the first time a cooperation committee mechanism has been established between the two legislative bodies headed by the two Chairmen, contributing to elevating the comprehensive strategic cooperative partnership and promoting the joint building of the Vietnam-China Community of Shared Future.
The cooperation agreement stated that the Vietnamese National Assembly and the Chinese National People's Congress affirmed the historical significance of important common perceptions between the top leaders of the two Parties and two countries, Vietnam and China.
The two sides agreed to promote Vietnam-China relations to enter a new phase with higher political trust, more substantive defense-security cooperation, deeper substantive cooperation, a more solid social foundation, closer multilateral coordination, better control and resolution of disagreements; and continue to strengthen exchanges and friendly cooperation between the Vietnamese National Assembly and the National People's Congress of China.
The National Assembly of Vietnam and the National People's Congress of China agreed: Based on the motto of "friendly neighborliness, comprehensive cooperation, long-term stability, looking towards the future" and the spirit of "good neighbors, good friends, good comrades, good partners", the two sides continue to carry out cooperation on the basis of mutual understanding and respect, equality and mutual benefit, in accordance with international law, basic principles of international relations and the laws of each country.
The two sides agreed that friendly exchanges and cooperation between the two legislative bodies are an important component of the Vietnam-China relationship; it is necessary to strengthen exchanges, cooperation, and experience sharing in legislative work, supervision, and governance, and promote the Vietnam-China relationship to a new height...
To enhance cooperation between the two legislative bodies, the two sides agreed to establish a Cooperation Committee between the Vietnamese National Assembly and the National People's Congress of China. The Chairman of the National Assembly of Vietnam and the Chairman of the Standing Committee of the National People's Congress of China are co-chairs.
The Cooperation Committee meets every two years and is organized on a rotational basis. Its mission is to deepen and strengthen the relationship between the National Assembly of Vietnam and the National People's Congress of China, contributing to elevating the Comprehensive Strategic Cooperative Partnership and promoting the joint building of the Vietnam-China Community of Shared Future.
The Cooperation Committee contributes opinions and recommendations on implementing cooperation in various fields between the legislative bodies of the two countries and promotes the implementation of cooperation agreements between the two countries; jointly learns and exchanges experiences in legislation, supervision and governance of the country...
Within the scope of each side's authority, the two sides promote practical cooperation in areas such as trade, investment, transportation, monetary finance, food security, green development, poverty reduction, culture, education, science and technology, health, disaster prevention, environmental protection, people-to-people exchange, etc.
The two sides will also continue to strengthen mutual support and coordination at international forums; discuss international and regional issues of mutual concern; protect international justice and the common interests of developing countries; and promote peace, stability and prosperous development in the region and the world.
Witnessed by National Assembly Chairman Vuong Dinh Hue and Chairman of the Standing Committee of the National People's Congress of China Zhao Leji and delegates from the two countries, Deputy Director of the Office of the National Assembly Pham Thai Ha and Secretary General of the Standing Committee of the National People's Congress of China Liu Qi signed a Memorandum of Understanding on cooperation between the Office of the National Assembly of Vietnam and the Office of the Standing Committee of the National People's Congress of China.
Accordingly, the Office of the National Assembly of Vietnam and the Office of the Standing Committee of the National People's Congress of China agreed to continue to strengthen and promote cooperation to help the legislative bodies of the two countries effectively perform their functions and tasks.
The two sides will promote cooperation within the scope permitted by each country's laws, contributing to the implementation of the contents of the Cooperation Agreement between the National Assembly of Vietnam and the National People's Congress of China in the following areas: Coordination in serving the organization of bilateral activities within the framework of official visits, in preparing for meetings of the Cooperation Committee between the National Assembly of Vietnam and the National People's Congress of China; and other areas of mutual interest.
The two sides will promote cooperation in training and improving the capacity of civil servants serving the legislative body; and exchange delegations of officials and civil servants to share experiences in consulting and serving the legislative body, in accordance with each side's work program.
China is ready to deepen practical cooperation with Vietnam.
