Inspection of construction of mini apartments in big cities

The Ministry of Construction established inspection teams for construction activities of multi-storey individual houses, multi-apartment buildings (mini-apartments), accommodation facilities, and rental properties in Hanoi, Ho Chi Minh City, and Binh Duong on October 24.

According to the Ministry of Construction Inspectorate, the comprehensive inspection aims to promptly detect and strictly handle violations by organizations and individuals. Through this, the Ministry of Construction will review and evaluate legal regulations on construction and management of individual housing, multi-storey houses, multi-apartment houses, and rental facilities with high population density to study amendments and supplements to suit the reality.

On October 22, the Prime Minister issued a telegram on strengthening the management of construction order and fire prevention and fighting for multi-storey, multi-apartment single-family houses. The Ministry of Construction was assigned to conduct a comprehensive inspection of the management of construction of multi-storey, multi-apartment single-family houses, promptly detect and strictly handle violations by organizations and individuals in accordance with regulations, and report to the Prime Minister in December.

The Government leader assigned localities to review all mini-apartments that have been put into use to detect violations and have solutions regarding construction order, especially conversion of functions and fire prevention and fighting.

On the night of September 12th to the morning of September 13th, a 10-story mini apartment building with 45 apartments on Khuong Ha Street, Khuong Dinh Ward, Hanoi caught fire, killing 56 people and injuring 37 others. The owner of this building had originally applied for a building permit as a single-family home under 6 floors to avoid having to review the fire prevention design. After being granted the permit, the owner changed the function, illegally built up to 10 floors, and divided it into many apartments for sale.

In Hanoi and Ho Chi Minh City, there are thousands of mini-apartments built in the style of tube houses in alleys that do not meet fire prevention standards and do not have a second emergency exit, posing a potential risk of fire and explosion.
