Removing obstacles for Lam Dong Bauxite - Aluminum Complex Project

On September 17, Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen chaired a working session with Lam Dong Aluminum One Member Co., Ltd. (abbreviated as Lam Dong Aluminum Company), listening to this unit report on difficulties and problems in compensation, support, resettlement, and mineral exploitation at the Lam Dong Bauxite - Aluminum Complex Project.

Representatives of departments, branches, units and localities attended the working session.

According to the report, Lam Dong Aluminum Company was assigned by Vietnam National Coal - Mineral Industries Group (TKV) to replace TKV in exploiting bauxite ore and carry out compensation, support and resettlement work to serve bauxite ore exploitation at Lam Dong Bauxite - Aluminum Complex Project since 2010.

However, during the implementation process, Lam Dong Aluminum Company is facing some difficulties and problems in compensation and site clearance, and mineral resource management that need to be resolved by Lam Dong Provincial People's Committee, together with relevant departments, branches, units and localities.

Representative of Lam Dong Aluminum Company presented the difficulties the unit is facing.

The first problem is that a household that is subject to compensation for land clearance in the first phase refuses to receive compensation for land clearance. Although the competent authority has repeatedly invited them to work directly, as well as issued decisions on compensation costs and forced land acquisition, this household does not agree to receive compensation for land clearance.

Representative of Lam Dong Provincial Forest Protection Department clarified some related contents.

In addition, 7 other households subject to compensation for site clearance in phase 2 have not received compensation for site clearance, with a total area of nearly 4 hectares, and 31 cases subject to compensation for site clearance in phase 3, with a total area of more than 23 hectares.

Lam Dong Aluminum Company is still facing difficulties in the compensation and support plan for households on an area of 16.06 hectares (in the old Loc Ngai commune) and 23.66 hectares (in the old Loc Thang town) in phase 3.

Currently, the Company is also facing difficulties in calculating specific land prices for 28 hectares (old Loc Ngai commune) and in reclaiming land from other organizations in the planning of Lam Dong Aluminum Company, as well as difficulties in resettlement arrangements; land leasing for ore exploitation; conversion of forest use purposes for production forests, conversion of forest use purposes for natural forests, and closure of mineral mines...

Based on the professional advice of relevant departments, branches, units and localities, Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen requested departments, branches, units and localities to proactively coordinate and focus on removing difficulties for Lam Dong Aluminum Company on the basis of legal regulations.

For problems under the Prime Minister 's authority, Lam Dong Provincial People's Committee will support and coordinate with Lam Dong Aluminum Company to submit procedures according to regulations.

In resolving difficulties, departments, branches, units and localities of Lam Dong province need to implement in a synchronous and tight manner, ensuring inheritance, compliance with the law, creating consensus among the people... to ensure that businesses operate effectively, contributing to the socio-economic development of Lam Dong province.
