Removing site clearance problems for the project that just changed contractors

The Hung Vuong road project connecting the East-West economic corridor and the Southeast Quang Tri Economic Zone still has 7 cases of land clearance yet to be completed. This is also a project where the contractor was behind schedule and had the contract terminated, and another contractor was selected.

On February 28, the People's Committee of Trieu Phong district, Quang Tri province, said that it is focusing on removing land clearance problems at the Hung Vuong road project connecting the East-West economic corridor and the Southeast Quang Tri Economic Zone so that the project can be completed in September 2025.

The Hung Vuong road project connecting the East-West economic corridor and the Southeast Economic Zone has been behind schedule for a long time. The investor has terminated the construction contract with the contractor and has just selected another contractor.

According to the People's Committee of Trieu Phong district, this project has now been extended to September 30, 2025, and there is not much time left to implement the project.

The District People's Committee has assigned the Economic - Infrastructure Department, the District Land Fund and Industrial Cluster Development Project Management Board, the Trieu Ai Commune People's Committee and related units to urgently complete the land clearance related to the remaining 7 cases.

In particular, for the ancient tomb of Phuoc My village, Trieu Giang commune on Hung Vuong road, Trieu Phong district People's Committee has assigned the Economic - Infrastructure Department to appraise the tomb's budget, to be completed before March 4.

After the appraisal results, the Project Management Board, Land Fund Development and Industrial Cluster of the district will preside over and coordinate with relevant agencies to work with the Phuoc My village clan to agree on a compensation and support plan.

In 5 cases on Bao Dai Street, it is recommended that the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Trieu Ai Commune strengthen propaganda and mobilization work to persuade households to receive money and hand over the site. If households still do not agree, complete the construction protection and enforcement procedures according to the law, and strive to complete site clearance in March 2025.

Regarding the issuance and exchange of land use right certificates for the remaining households on the route, the District People's Committee has assigned the Land Registration Office of Trieu Phong District to preside over and coordinate with the People's Committee of Trieu Ai Commune to prepare documents and procedures for issuing and exchanging land use right certificates for households, to be completed in March 2025.

The ancient tomb is located behind the remaining shrine of the house that has been demolished and handed over.

Previously, Giao Thong Newspaper reported that the project to build Hung Vuong road connecting the East-West economic corridor and the Southeast Quang Tri Economic Zone (QT02 package), under the Basic Infrastructure Project for Comprehensive Development of Quang Tri Province (BIIG2 Quang Tri), was approved by the Provincial People's Committee for its feasibility study report in December 2017, and approved the construction drawing design and estimate in August 2020, with a total length of nearly 4.2km, including 2 sections.

Of which, route 1 (Hung Vuong street) is more than 2.1km long, starting point at Km 0+00 intersecting route 2, on the built Hung Vuong street, ending point at Km 2+150.69 intersecting DT579 road at Km 2+132. Route 2 (Bao Dai street) starting point at Km 2+520 Bao Dai street (next to Trieu Ai commune Primary School), ending point at Km 2+563 intersecting route 1 at Km 0+00.

The project has a total investment of 93.9 billion VND, of which the construction component is nearly 65 billion VND from ADB capital, starting in 2021, with an implementation period of 22 months from the commencement date. However, due to the contractor's prolonged delay in progress, the Quang Tri Provincial Construction Investment Project Management Board (project investor) decided to terminate the construction contract with the above contractor consortium.

After the period of organizing contractor selection, the Hung Vuong road project connecting the East-West economic corridor and the Southeast Quang Tri Economic Zone has begun to be mobilized by the consortium of contractors and urgently constructed to be able to complete the project on schedule in September 2025.
