On August 29, the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee held a workshop on "Promoting the role of intellectuals and artists to meet the requirements of rapid and sustainable development of Ho Chi Minh City in the new period".
Creative urban model
Attending the workshop were Mr. Duong Anh Duc - Member of the Standing Committee, Head of the Propaganda and Mass Mobilization Committee of the Ho Chi Minh City Party Committee, Mr. Nguyen Manh Cuong - Member of the Standing Committee of the Ho Chi Minh City Party Committee, Vice Chairman of the Ho Chi Minh City People's Committee and more than 100 scientists , researchers, and outstanding artists of Ho Chi Minh City.

By the end of 2023, Ho Chi Minh City will have about 500,000 people with university degrees or higher, tens of thousands of doctors and masters working in many fields. The City Literature and Arts Association currently has 9 specialized associations with nearly 6,000 members. This is the core force contributing to the diverse appearance of the city's cultural and artistic life.
Speaking at the workshop, Ms. Dinh Thi Thanh Thuy - Deputy Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee, said that after 50 years of construction and development, Ho Chi Minh City has become a special urban area, a major center of economy , culture, science and technology, making important contributions to the overall achievements of the country. In that journey, the team of intellectuals, scientists, artists have always accompanied, made many valuable contributions, created strong impressions in many fields, recognized by society, and honored internationally.
The year 2025 is of special importance, a year of "acceleration and breakthrough" for Ho Chi Minh City to successfully implement the 5-year plan, while preparing for the 13th City Party Congress and the 14th National Party Congress. In the context of the city operating a 2-level government, promoting the intelligence and creativity of intellectuals and artists is of key significance, contributing to building Ho Chi Minh City into a smart, modern, and unique city.
At the workshop, the suggestions of intellectuals and artists will be an important basis for the City Party Committee to research and issue appropriate mechanisms and policies, helping the city develop quickly and sustainably in the new period.
Institutionalizing the role of intellectuals and artists not only contributes to spreading cultural values and enhancing the city's image, but also creates a foundation for Ho Chi Minh City to become a model of a creative, humane and unique urban area in the new era.
Solutions to Breakthrough
Besides the achievements, the workshop also pointed out the limitations: policies to attract and reward talents are not really competitive; management mechanisms and procedures are still rigid; research and creative infrastructure is still lacking. A part of intellectuals and artists have difficulties with foreign languages and international integration skills.
In addition, the 4th industrial revolution and the global integration process pose new requirements for the ability to master technology, preserve identity, and at the same time face challenges in professional ethics and lifestyle in the context of modern society.
Dr. Nguyen Minh Nhut, Deputy Head of the Culture - Society Committee of the Ho Chi Minh City People's Council, proposed: "There should be breakthrough policies and effective monitoring mechanisms to promote sustainable cultural and artistic integration. Accordingly, a number of solutions can be implemented such as: Establishing the Ho Chi Minh City International Arts Support Fund (coordinating between the Ho Chi Minh City Department of Culture and Sports and private organizations to sponsor artists to participate in international exchanges); simplifying international cooperation licensing procedures (shortening the time for processing documents); developing cultural infrastructure (building the Ho Chi Minh City International Cultural Exchange Center, in association with the British Council, Goethe Institute, and the Korea International Exchange Fund); Developing a digital art market to help artists sell their works to the international market.
In addition, improving integration capacity, such as helping artists participate in intensive foreign language courses organized by the National Institute of Culture and Arts; organizing the program "Artists integrating internationally"; learning international experience (applying the model of the Korean Arts Support Fund to sponsor artists to participate in international events); learning from the French model of protecting artistic copyright (helping artists avoid intellectual property disputes)...".
The workshop also agreed on a number of orientations: Perfecting policies and breakthrough mechanisms: building a competitive remuneration regime, a special mechanism on salary and bonuses, housing, support for research and innovation; investing in human resource development: focusing on interdisciplinary training, improving foreign languages, digital technology skills, building an open and modern creative environment; promoting the role of social organizations and media: strengthening connections, spreading examples of outstanding intellectuals and artists, creating a regular dialogue forum between Ho Chi Minh City leaders and intellectuals and artists; taking care of material and spiritual life: ensuring fair remuneration, promptly honoring outstanding contributions; building the image of intellectuals and artists in Ho Chi Minh City who are not only good at their jobs but also rich in ethics and community responsibility.
Ho Chi Minh City is resolutely implementing key resolutions of the Central and National Assembly, aiming to become a smart, creative, civilized, modern, and humane city. Therefore, strongly promoting the role of intellectuals and artists is becoming more urgent. The companionship of intellectuals and artists will help Ho Chi Minh City develop quickly, sustainably, and reach regional and international standards.
