Along with the expansion of administrative boundaries, the Government recently issued Decree No. 156/2025/ND-CP amending and supplementing a number of articles of Decree No. 55/2015/ND-CP dated June 9, 2015 of the Government on credit policy for agricultural and rural development, thereby creating a boost for "three farmers" in Dak Lak.
Standing and operating in the key agricultural development area of the province, over the past time, Agribank Dak Lak Branch has affirmed its leading role in the capital and credit market for agriculture, rural areas and farmers.
In particular, the lending rate according to Decree No. 55/2015/ND-CP dated June 9, 2015 of the Government on credit policy for agricultural and rural development always accounts for more than 65% of the total outstanding debt of the unit. This bank also holds the largest proportion in the market share of agricultural and rural investment credit in Dak Lak , with an average annual growth rate of over 8%.
Agribank's capital has made an important contribution to the journey of turning Dak Lak into a "coffee capital", with an area of up to 212,502 hectares and an estimated output of 550,890 tons in 2024, accounting for most of the province's perennial industrial crop area. In addition, other valuable products such as pepper (77,100 tons), rubber (30,769 tons), and cashew (36,850 tons) also contribute significantly to the province's agricultural export turnover.

Notably, in recent years, Dak Lak has been considered the "second West" in terms of fruit trees, demonstrated by an area of 68,368 hectares, especially durian, which has risen to the top of the country with an area of about 35,000 hectares and an impressive output of about 317,690 tons (in 2024), mainly exported officially to the Chinese market, bringing high income to farmers and contributing greatly to the country's durian export turnover. Contributing to that result, the capital of Agribank Dak Lak Branch has also left a clear mark with the total outstanding debt for durian growers accounting for a significant proportion of the total outstanding loan balance for agriculture and rural areas.
On June 16, 2025, the Government issued Decree 156/2025/ND-CP amending and supplementing a number of articles of Decree 55/2015/ND-CP on credit policies for agricultural and rural development (Decree 156), expected to contribute to further unlocking resources for the agricultural and rural sector, contributing to the local socio-economic development.
Removing barriers to access to capital, especially related to collateral requirements and raising loan limits, is considered an important step forward, helping people and organizations easily access capital for agricultural production. Accordingly, the most important point is that the loan limit without collateral has been raised, now at a maximum of 300 million VND for individuals and households and up to 5 billion VND for cooperatives.
Decree 156 has removed the previous requirement of having land confirmation from the commune-level authorities. Instead, the submission of land use right certificates or documents proving ownership of assets attached to land is carried out according to the agreement mechanism between the customer and the bank, thereby shortening the appraisal time and simplifying loan applications. In addition, loans affected by natural disasters and epidemics can have their repayment terms restructured and the debt group maintained - creating conditions for banks to handle debts in accordance with practice.
According to the representative of Agribank Dak Lak Branch, Decree 156 not only removes barriers on loan limits and procedures for individuals, households, cooperatives, business households, cooperatives, cooperative unions and farm owners to suit the capital needs for agricultural production of current customers, but also expands access to capital for green agricultural models, circular economy and value chains. This is also an important orientation in the development strategy of Agribank in general, because promoting effective green growth is promoting the development of green, sustainable agriculture. In fact, the bank is continuing to promote consulting on appropriate financial products and services and providing flexible credit to farmers and businesses applying green, clean, high-quality agricultural models in the locality.
It can be seen that, along with the orientation and policies of the management agency, the initiative of Agribank, preferential credit policies for agriculture and rural areas in promoting green capital flows will contribute to increasing production efficiency and enhancing competitiveness for Dak Lak agriculture in the next period.
