To proactively respond to storm BUALOI, the Provincial Border Guard Command has synchronously deployed measures to ensure the safety of fishermen and vehicles at sea. Accordingly, the Provincial Border Guard Command has directed coastal border stations to strictly maintain the number of personnel on duty for natural disaster prevention and search and rescue; prepare forces and vehicles to participate in rescue and respond to situations that may occur due to storm No. 10; at the same time, regularly update the situation and developments of the storm, use the communication system to notify vehicles operating at sea to proactively avoid and move out of the storm's path.

Local authorities and functional forces coordinate to review and grasp the number of vehicles and workers operating at sea and in anchorage areas to have timely response plans .
According to information from the Provincial Border Guard Command, as of September 28, the whole province had 594 fishing vessels with 3,034 workers operating at sea. These fishing vessels are operating in the Hoang Sa - Truong Sa archipelago (64 fishing vessels with 409 workers), from Quang Ngai province to Ho Chi Minh City (510 fishing vessels with 2,497 workers), from Dong Thap to An Giang (20 fishing vessels with 128 workers).
There are currently 17 transport ships with 181 crew members anchored at Xuan Dai Bay to avoid the storm in the East Sea. Up to this point, no vessels have entered the storm's dangerous area and vessels near the storm have proactively moved to a safe place.
