Simultaneous construction of 500 kV line 3 circuit, reducing power shortage in the North

The projects being implemented include: the 500 kV Quang Trach - Quynh Luu transmission line project; the 500 kV Quynh Luu - Thanh Hoa transmission line project; the 500 kV Thanh Hoa transformer station; the 500 kV Nam Dinh I - Pho Noi Thermal Power Plant (NMNĐ) transmission line. Previously, at the end of October 2023, EVNNPT started the 500 kV Nam Dinh I - Thanh Hoa transmission line project.

Leaders of EVN and EVNNPT, local authorities, and contractors performed the ceremony to launch the construction of the 500 kV line project, circuit 3, Nam Dinh I - Pho Noi Thermal Power Plant, in Thai Binh province.

Given the urgent nature of the project, over the past time, the Prime Minister has directed regularly and continuously, and at the same time requested relevant ministries, branches, and local authorities to uphold their sense of responsibility, be more determined, coordinate more closely, proactively and quickly resolve procedures, documents, and work related to the project according to assigned functions and tasks in order to complete the project and put it into operation according to the target (June 2024 - PV)

Recently, EVNNPT has urgently implemented capital arrangement procedures for the project and has had 5 commercial banks (BIDV, Vietinbank, MBBank, ACB, VIB) arrange capital for 4 projects with a total loan amount of 15,870 billion VND, ensuring sufficient capital arrangement to implement the projects.

In the bidding process, this project has up to 226 main packages, including 93 construction packages. In order to mobilize contractors and capable manufacturers to participate in the project packages, EVNNPT has established and approved plans to select contractors with appropriate package values.

Up to now, the 500 kV Nam Dinh I - Thanh Hoa power line project has completed signing contracts for all packages. For the remaining projects, some packages have completed the contractor selection process, the remaining packages are undergoing contractor selection procedures and are expected to be completed in January.

The biggest difficulty is site clearance.

According to EVNNPT, the project implementation still faces many difficulties and challenges, the biggest of which is compensation and site clearance in the provinces of Hung Yen, Hai Duong, Thai Binh, and Nam Dinh, as it passes through densely populated areas with many industrial parks, posing many potential risks.

Units mobilize vehicles and machinery to carry out construction immediately after giving the construction order.

In addition, the power line passing through the provinces of Ha Tinh, Nghe An, Thanh Hoa has many locations passing through high, rugged mountainous terrain, and difficult construction conditions, which is also a potential risk affecting the progress of the projects...

To meet the goal of completing the project as directed by the Prime Minister, EVN and EVNNPT have proposed the Government to authorize the People's Committees of the provinces to approve the policy of impacting forests of all types to implement construction and complete before February 15; speed up the appraisal and promulgation of decrees on detailed regulations for the implementation of a number of articles of the Forestry Law in February.

In the work of compensation and site clearance, EVNNPT also recommended that the Prime Minister continue to pay attention and direct the People's Committees of the provinces where the power lines pass through to review and update the land use planning and land use plan for 2024 for the corridor area of ​​the projects...

The 500 kV line 3 projects from Quang Trach to Pho Noi have a total length of about 519 km, passing through 211 communes and wards of 43 districts and towns in 9 provinces, including: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen. The projects have a total of 1,179 column foundations, with a total investment of about 22,000 billion VND.

The project is of great importance to enhance the capacity of the 500 kV North-Central transmission grid, contributing to ensuring electricity supply for the North at present and in the coming years.

The project helps improve the stability of the national power system, contributing to increasing power transmission from power sources in the North Central region to load centers in the Northern region.

In addition, the project contributes to reducing the risk of overloading and overloading of existing 500 kV lines to ensure N-1 criteria, especially when transmission capacity is high along the North-Central interface at a time when hydropower plants in the North have low generation.
