The telegram was sent to Son La, Hoa Binh, Tuyen Quang, Huoi Quang - Ban Chat, Ialy, Se San Hydropower Companies; Thai Binh Thermal Power Company; Power Project Management Boards 1, 2, 3; Power Generation Corporations 1, 2, 3; National Power Transmission Corporation; Northern Power Corporations, Central Power Corporations, Hanoi City; Power Telecommunications and Information Technology Company; Power Communications and Information Center.
Pursuant to Official Dispatch No. 7218/CD-BCT dated September 23, 2025 of the Ministry of Industry and Trade , EVN requires units to urgently and seriously implement the directive contents, absolutely not to be negligent or subjective in any situation. The head of the unit must directly lead and direct with the highest determination.
The dispatch emphasized the continued implementation of Directive No. 07/CT-BCT dated March 20, 2025 of the Ministry of Industry and Trade, Directive No. 1777/CT-EVN dated March 21, 2025 of the Group and previous dispatches on responding to super typhoon RAGASA. Units must maintain 24/7 duty and coordinate with press agencies to provide complete and accurate information. At the same time, proactively prepare human resources, equipment, means and materials according to the "4 on-site" motto, ensuring smooth, safe and reliable communication for the command and control force.
For hydropower plants, EVN requires strengthening monitoring and collecting hydrometeorological information; proactively advising the National Civil Defense Steering Committee, the Ministry of Agriculture and Environment and the Civil Defense Command Committee for Natural Disaster Prevention and Search and Rescue of localities in managing reservoir flood discharge according to inter-reservoir and single-reservoir procedures.
Units need to propose reservoir regulation plans to cut, reduce, and slow down floods, ensuring safety of works and downstream areas; deploy plans to protect dam safety, especially at vulnerable points; arrange forces to promptly handle unsafe situations, especially when emergency flood discharge is required.
Power grid units, thermal power plants and Project Management Boards are required to closely coordinate with local civil defense and disaster prevention committees in response work.
The dispatch also stipulates that units affected by natural disasters must update reports and data on the SMIS software before 7:00, 13:00 and 19:00 every day. In case of major incidents or damage, the unit must promptly provide preliminary information to the Group's Disaster Prevention and Search and Rescue Command Committee for timely direction and handling.
