
The Thach Ha urban infrastructure improvement sub-project aims to improve infrastructure and environmental sanitation, increase connectivity between urban administrative units, regional connectivity; prevent flooding, climate change and urban management capacity. The project has a total investment of over 851 billion VND; 6 construction packages. Of which, AFD loan capital is over 648 billion VND, non-refundable aid capital from the European Union is over 25 billion VND, counterpart capital is 178 billion VND. The sub-project is implemented with 2 components, of which the first component is to build infrastructure to respond to climate change, flood drainage, environmental sanitation; the second component is to improve urban management capacity.
Currently, along roads such as Nguyen Thiep and Song Cay in Thach Ha commune (part of the infrastructure construction project to respond to climate change, flood drainage, and environmental sanitation), many sections of road are unfinished, the road surface is plowed and uneven, and rocks and soil are scattered. According to people's feedback, contractors have been constructing drainage systems for a long time but have not yet restored the road surface to its original condition.




“It’s dusty when it’s sunny, and slippery and full of potholes when it rains. It’s very difficult for vehicles to travel, not to mention accidents can happen at any time. I myself had an accident on this road because the construction was too slow and not completed,” Ms. Hoang Thi Tu in village 4, Thach Ha commune shared worriedly.

Ms. Le Thi Thach in village 5, Thach Ha commune also expressed her indignation: "We heard that the project is to develop infrastructure, but we only see more and more inconvenience. Children going to school and the elderly going to the market are all afraid because the roads are bumpy."



After nearly 2 years of implementation, what people received were long, dusty construction routes, causing inconvenience and the risk of accidents always lurking due to slow construction progress.
Not only the main roads, according to actual records, many other items of the project are also in a state of slow and unfinished construction.

Speaking with Ha Tinh Newspaper reporters, Mr. Nguyen Xuan Hieu - representative of the Management Board of Investment Projects for Construction of Civil Works and Infrastructure in Ha Tinh Province (the project investor) admitted that the project's progress is slower than planned.
“Currently, the entire project has only reached about 65% of its volume. The main reason is due to difficulties in site clearance, along with the impact of extreme weather in recent times,” said Mr. Hieu.
According to the original plan, the project had to be completed in 2024. However, due to the failure to ensure the proposed progress, the project was extended to December 2025.
“The remaining volume is still very large, while time is running out. We have been directing contractors to increase manpower and equipment, and speed up construction to ensure the adjusted progress,” Mr. Hieu added.
To speed up the progress, some contractors are currently continuing to implement the remaining items. Mr. Nguyen Dinh Dong - a technical officer of Anh Dao Construction Joint Stock Company shared: "At this time, Ha Tinh is entering the rainy and stormy season, outdoor construction work is facing many difficulties. However, we are trying to arrange rotating personnel to work day and night, weather permitting, we will implement immediately, to shorten the construction time, especially for locations that have just cleared the site, we will try to speed up the progress, striving to complete 80-90% of the project volume by December".

Ha Tinh is entering the rainy season with unpredictable weather. Without closer supervision from the investor and authorities at all levels, the risk of a second delay is entirely possible.
