The budget is drawn from the economic career expenditure source, implemented according to Decision No. 930/QD-UBND dated July 28, 2025 of the Provincial People's Committee on allocating the state budget estimate for 2025. The Provincial People's Committee assigned the Department of Finance to establish procedures for advance funding to localities in accordance with regulations, ensuring timeliness and transparency.

The localities receiving the funds include the wards of Quy Nhon, Quy Nhon Dong, Quy Nhon Nam, Hoai Nhon, Hoai Nhon Dong, Hoai Nhon Bac, and the communes of Nhon Chau, Tuy Phuoc Dong, Cat Tien, De Gi, An Luong, and Phu My Dong. The Chairmen of the People's Committees of the above-mentioned communes and wards are responsible for directing relevant units to use the funds for the right purposes, ensuring procedures and settlement in accordance with the provisions of law.
The Provincial People's Committee also assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Finance and localities to deploy support work, ensuring timely implementation, to the right subjects, publicly and transparently.
Based on the direction of the province, Deputy Director of the Department of Agriculture and Environment Tran Quoc Khanh signed and issued a document guiding the payment of support to stabilize the lives of fishing vessels that do not meet the conditions for exploiting aquatic products in the area.
According to the guidelines, the support is only applicable to fishing vessels that do not meet the requirements for registration, inspection, or fishing license issuance or that operate in a fishing activity other than the one granted. The policy is implemented publicly, fairly, and without duplication among subjects.
Fishing vessel owners receiving support must strictly comply with legal regulations, especially regulations on combating illegal, unreported, and unregulated (IUU) fishing, and commit to not allowing fishing vessels to participate in fishing during the period of support.
Supported subjects include fishing boat owners and family members living together, having permanent residence in Gia Lai province, and confirmed by the People's Committee of the commune or ward that their fishing boats are not qualified for exploitation.
The support level is calculated based on the average local rice price, at 14,719 VND/kg in the ward and 14,188 VND/kg in the commune. The cash support level is equivalent to 30 kg of rice/person/month. In addition, fishing boat owners are supported with 3 million VND/household/month. The support period is 2 months (September and October 2025).
The fishing vessel owner submits a set of documents to the People's Committee of the commune or ward where he/she has registered permanent residence, including a request for financial support to stabilize his/her life, with a commitment not to continue participating in fishing, confirmed by the People's Committee of the commune or ward; a certified copy of the Fishing Vessel Registration Certificate (if not available, submit a self-declaration and commitment on the status of the fishing vessel, confirmed by the village chief or head of the residential group); a certified copy of the Citizen Identification Card of the vessel owner; a certificate of residential information issued by the Commune or Ward Police to identify members of the same household.
The People's Committees of communes and wards are responsible for establishing a Council to review and approve documents for support for stabilizing life to review, appraise and make a list of ship owners and supported households, ensuring the correct subjects and sufficient conditions. After completing the review, the People's Committees of communes and wards will organize direct payment or transfer to supported households; at the same time, make a record, a list of signatures and keep the records to serve the purpose of settlement and inspection later.
