Circular 29, effective from February 14, 2025, strictly prohibits tutoring in schools, prohibits tutoring for primary school students, prohibits teachers from teaching their own students... However, in reality, the tutoring market is very vibrant.

Tutors are in high demand.

According to a survey by PNVN Newspaper, many schools have stopped extra classes, especially for final year students. This has made many parents worried and struggling to find new places for their children to take extra classes when the transfer exams and high school graduation exams are approaching.

Having 2 children in junior high school, one of which is in 9th grade, Ms. Nguyen Ngan (Chua Lang street, Dong Da district, Hanoi ) has to spend a lot of money on extra classes for her children.

"My daughter is in grade 9 and is preparing for the transfer exam, so she has to take a lot of extra classes. In addition to the extra classes at school, I also hired two tutors for her. One tutor teaches Math with a tuition fee of 180,000 VND/session, and the other tutor teaches English with a tuition fee of 300,000 VND/session. Now that the extra classes at school have stopped, I am looking for another Literature tutor for my daughter. For many years now, the entrance exam for grade 10 of public high schools in Hanoi has been very competitive, so when schools stopped offering extra classes, parents immediately looked for places for their children to study, because most parents want their children to get into good public schools," Ms. Ngan shared.

Not only parents in Hanoi, but also parents with children preparing for the transfer exam in other localities are also anxiously looking for a place for their children to study when schools are banned from giving extra classes. Ms. Nguyen Thi Diu (35 years old, residing in Ho Nam ward, Le Chan district, Hai Phong ) said that in the past, in addition to studying in class, on Saturday evenings, Ms. Diu still let her child take extra math lessons at the homeroom teacher's house. There were 6 other students studying with Ms. Diu's child.

However, at the end of 2024, Ms. Diu received a notice from her son's homeroom teacher that the extra classes would be stopped. "The suspension of extra classes has made my husband and I very confused about planning our child's studies," Ms. Diu shared.

To ensure that her child's studies are not interrupted, after Tet, Ms. Diu had to ask acquaintances to introduce reputable tutoring centers for her child to attend. "If before, the amount of money we had to spend for our child's extra classes was 70,000 VND/session, now my husband and I have to spend double the amount (150,000 VND/session) to let him study at the center but we don't know the results yet. The 10th grade entrance exam is very fierce, if we don't supplement our knowledge, I think my child won't be able to pass the public school entrance exam," Ms. Diu added.

In a similar situation when the school announced the suspension of extra classes, Ms. Pham Tuyet Mai's family (38 years old, residing in Phuong Canh ward, Nam Tu Liem district, Hanoi) chose to let her son take one-on-one online classes with a fee of 200,000 VND/session. Although online learning has many limitations, according to Ms. Mai, this is the most feasible option the family can apply at this time. Although the tuition fee of 150,000 VND to 300,000 VND/session is quite a large amount of money, not every family can afford to let their children study.

According to this parent, when they learned that the extra classes at the school would not be charged fees, and the school did not have the funds to operate these classes so they had to stop according to regulations, many parents asked for financial support to help teachers continue teaching, but the school could not agree because they were worried that it would violate regulations.

For many years now, Ms. Hoang Hong Hanh, a graduate of the University of Foreign Languages - Hanoi National University (residing in Nam Tu Liem District, Hanoi) has opened a class at home and has had quite a number of students coming to study with a tuition fee of 100,000 VND/session. Ms. Hanh's more than 20 students are very diverse, including primary school students, middle school students, and even high school students (high school students have studied with her since grade 1).

"During this time, many parents came to me to ask for their children to take extra classes, including primary and secondary school students, but in each group, I only teach a few students to make their learning most effective, so I cannot accept any new students," Ms. Hanh shared.

The exam preparation center is full.

Circular 29 on extra teaching and learning has also had a significant impact on the operations of exam preparation centers. Mr. Nguyen Khuc Truong, manager of an exam preparation center in Nam Tu Liem district (Hanoi), said that since the end of 2024, the number of parents inquiring about and registering their children for final year courses has increased compared to previous years.

"Like the center I am managing, currently the exam preparation classes for 9th and 12th graders are full. Many parents came to inquire but the center had to announce that it would not accept any more students," Mr. Truong shared.

The manager of this exam preparation center also said that the center is currently organizing 3 exam preparation classes for 9th graders and 2 classes for 12th graders with a specific number of 8-10 students per class. In addition to direct teaching, for parents who come to learn, the center will also advise on online teaching, but the number of students studying this form is not much.

Another exam preparation center located in Minh Khai Ward (Bac Tu Liem District, Hanoi) also said that the exam preparation classes for 9th and 12th graders are full. The staff at this center also introduced online exam preparation classes or one-on-one tutoring at home with prices ranging from 160,000 VND to 300,000 VND per session.

In reality, banning extra classes in schools has not really helped reduce extra classes, but has only caused this market to shift to another model, with higher fees and less control. To completely solve this problem, many synchronous solutions are needed, so that extra classes and extra classes do not continue to "transform"...
