Speaking at the conference to summarize and deploy tasks for the new school year 2025-2026 in Ho Chi Minh City, Deputy Minister of Education and Training Pham Ngoc Thuong said that in the coming time, leaders of the Ministry of Education and Training requested that the education and training sector continue to pay attention to a number of tasks such as continuing to implement Circular 29 on the management of extra teaching and learning.

Deputy Minister Thuong informed that the General Education Department should soon advise the Ministry to amend Circular 29 because from the 3-level government to the 2-level government, there are some contents that need to be amended. "But there is one consistent principle that does not change, which is to limit the spread of extra teaching and learning. If extra teaching and learning is widespread, it will eliminate the spirit of self-study of students. This is also mentioned in Resolution 71 recently issued by the Politburo . If we continue to allow extra teaching and learning to be widespread, we have not implemented Circular 29 and Resolution 71 well. Ho Chi Minh City is doing well but must continue to do better," Mr. Thuong emphasized.

Deputy Minister Pham Ngoc Thuong assessed that Ho Chi Minh City always puts education development as the top priority. Special mechanisms and policies in the education sector are always given priority to be issued and implemented synchronously and consistently. This has created a clear change in the work of fundamental and comprehensive innovation in the education and training sector.

According to Mr. Thuong, the achievements of the Ho Chi Minh City education sector in the 2024-2025 school year will be a solid foundation for Ho Chi Minh City to continue affirming its leading role in the country in educational innovation, especially in the post-merger context.

In addition, Mr. Thuong also suggested that Ho Chi Minh City should coordinate well between families, schools, and society. "Some parents said that they do not have enough knowledge to teach their children. But nowadays, the coordination between the parties does not necessarily mean that parents have to directly teach their children, but can encourage and coordinate with the school, creating the best conditions for their children. There are families where the father is a construction worker and the mother is illiterate, but the child is still a valedictorian. Parents do not directly teach their children, but always create the best conditions for their children to study, and are willing to endure hardships," Deputy Minister Pham Ngoc Thuong shared.

Deputy Minister Pham Ngoc Thuong suggested that the city's leaders in the coming time pay attention to reviewing and planning the school network when merging administrative boundaries to be wider and more diverse. Ensure schools, classes, and enough teachers for students in accordance with the spirit of Resolution 71 on breakthrough development of the education and training sector that the Politburo has just issued.

In the new school year, the Ho Chi Minh City education sector needs to continue to review and ensure uniformity and sufficient numbers of teachers. At the same time, it is necessary to resolve difficulties in the private education system. Strengthen the management of independent, private childcare facilities, and schools with foreign elements, ensuring the quality of education.

10 bright spots of the Ho Chi Minh City Education and Training sector

Deputy Minister of Education and Training Pham Ngoc Thuong pointed out 10 bright spots of the Ho Chi Minh City education and training sector in the past school year:

  1. The whole industry has quickly and promptly transformed from a 3-level local government to a 2-level local government, clearly demonstrated through the large-scale high school graduation exam. The exam took place at a time when a 3-level government was in operation, but the exam marking period nationwide was already operating a 2-level government, but was organized smoothly and rhythmically, demonstrating the sense of responsibility and capacity of the whole industry.
  2. The quality of education at all levels from preschool, general education, vocational education, and continuing education has all seen positive changes, with results higher than the previous school year. The city's high school graduation rate for the 2024-2025 school year reached 99.86%, higher than the national average of 99.22%.
  3. The exams were organized seriously, publicly, and transparently. Although a locality under great pressure due to its large population, Ho Chi Minh City has organized entrance exams and exams in a safe, serious, fair, and socially acceptable manner.
  4. Ho Chi Minh City always creates equality in access to education through indicators such as achieving 100% universal education for 5-year-old children; 100% universal secondary and high school education at level 3; 100% achieving illiteracy eradication...
  5. During the school year, the city has synchronously and strongly digitized with 100 digital schools, 164 digital transformation solution models, educational program information systems...
  6. The city is a pioneer in building happy schools with specific, methodical, and highly effective criteria.
  7. Improve management capacity and professional qualifications of managers and teachers with 100% of managers meeting or exceeding standards...
  8. The city continues to promote English teaching, children from preschool have been exposed to and familiarized with English, in line with the trend.
  9. Physical education activities in schools in Ho Chi Minh City are very vibrant and diverse. Specifically, 92.23% of schools in the city have physical activity clubs such as badminton, table tennis, and soccer, with over 70% of students in the city participating. For about 10 years, Ho Chi Minh City has always been at the top with outstanding achievements in sports competitions organized by the Ministry.
  10. Ho Chi Minh City is always proactive in educational communication. Actively and dynamically as well as boldly informing the whole society, people, parents, and students about changes, adjustments, and development orientations of the education sector.
