Civil servant recruitment exam: Eliminate IT skills, add cases that do not require foreign language exams

According to Decree 85/2023/ND-CP amending Decree 115/2020/ND-CP on recruitment, use and management of civil servants, the IT test in the civil servant recruitment exam has been abolished.

Round 1 of the civil service exam is still conducted in the form of multiple choice tests on computers, but there are only 2 remaining parts: general knowledge and foreign language.

In particular, the general knowledge section includes 60 questions on understanding civil servant law, Party policies and guidelines, policies and laws on recruitment sectors and fields with a test time of 60 minutes.

In case of passing the input quality assessment results according to the regulations on input quality assessment of civil servants, the general knowledge test will be exempted.

The foreign language section consists of 30 questions as required by the job position in one of five languages: English, Russian, French, German, Chinese or choose another foreign language as required by the job position with a test time of 30 minutes.

For job positions that do not require foreign languages ​​in the training and development standards and according to the job description and job position competency framework, there is no need to organize an exam for this content.

Thus, according to this regulation, if any job position does not require a foreign language, candidates will not have to take a foreign language test.

If there is no diploma or certificate, a test will be taken to assess foreign language proficiency according to the requirements of the job position.

The results of the first round are determined by the number of correct answers for each part of the exam; if the candidate answers 50% or more of the questions correctly for each part of the exam, he/she will be allowed to continue to the second round.

The conditions for determining who passes the civil service exam include the exam score in round 2 being 50 points or higher; the score in round 2 plus priority points (if any) is higher, taken in order of score from highest to lowest in the recruitment quota of the job position.

In case there are 2 or more people with the same total score in the final criterion of the job position to be recruited, the successful candidate will be the one with the higher result in the general knowledge test in round 1 (if any).

In case it is still not determined, the head of the competent recruiting agency shall decide the successful candidate.

In case of registering for 2 wishes but not being accepted in wish 1, the application will be considered in wish 2 if the job position registered in wish 2 still has recruitment quota after considering all wishes in wish 1, including considering the wishes of people with the next lower admission result.

Have a doctorate to be accepted into civil service

According to Decree 85/2023/ND-CP, anyone who has a doctorate or higher, is working at an agency with headquarters/branches established abroad or a foreign agency with headquarters/branches established in Vietnam, has specialized training appropriate to the job position and has at least 3 years of work experience in specialized and professional skills appropriate to the job position to be recruited; Those who go to study and then return to work in the locality that sent them to study will be accepted as civil servants.

In addition, other cases accepted into civil service include:

Commune-level officials and civil servants are assigned to jobs suitable to their job positions (new regulations do not require a period of social insurance payment);

People who used to be cadres, civil servants or public employees and were then transferred to another agency but still did work suitable for the expected job position.

Talented people, especially gifted in the fields of culture, arts, sports , and traditional crafts suitable for the job position.

The new regulation does not list subjects with at least 5 years of work experience in a job position requiring a university degree or higher suitable for the job position and having paid compulsory social insurance as in the old regulation, but only requires people with 5 years of work experience or more doing professional work suitable for the job in the expected job position at agencies, organizations and units established according to the provisions of law.

In which, this 5-year period is explained as the time the candidate works in a professional or technical field suitable for the expected job, has paid compulsory social insurance and does not include the probationary period and is accumulated if there is a period of discontinuous work without receiving social insurance benefits.
