On the morning of April 26, Thanh Hoa Provincial Police chaired a conference to unify the plan of the Provincial People's Committee on the arrangement and organization of forces to participate in protecting security and order at the grassroots level. Colonel Phung Xuan Tien, Deputy Director of the Provincial Police chaired the conference.
Overview of the conference.
The Law on Forces Participating in Security and Order Protection at the Grassroots Level was passed by the 15th National Assembly at the 6th Session and took effect from July 1, 2024. This is an important basis for perfecting, arranging, and deploying forces, streamlining focal points associated with perfecting the functions, tasks, and working relationships of these forces at the grassroots level; in order to create a legal corridor for operations and further improve the quality and effectiveness of state management of security and order at the grassroots level.
Currently, in Thanh Hoa province, there are 558 communes, wards and towns with 4,357 villages, hamlets, residential groups and residential areas, including 4,357 leaders of the Security and Order Protection Team. In recent years, these forces have made many important contributions and actively supported the police forces of communes, wards and towns in ensuring security and order in the area.
To prepare conditions for effective implementation of the Law on Forces Participating in Security and Order Protection at the Grassroots Level, the Provincial Police have consulted with various sectors to develop a plan for arranging and organizing forces participating in security and order protection at the grassroots level to ensure science and maximize the role and responsibility of this force in ensuring security and order at the grassroots level.

At the conference, delegates agreed on a plan that each village, hamlet, residential group, and residential area currently operating will establish a Security and Order Protection Team with at least 3 members in accordance with the law. This organization will be under the comprehensive leadership of the Party Committee, the management of the People's Committees of communes, wards, and towns, and the guidance, assignment, and inspection of the Commune Police to contribute to improving the effectiveness of security and order assurance work at the grassroots level. This plan will be submitted by the Provincial People's Committee to the Provincial People's Council in the next session.
Speaking at the conference, Colonel Phung Xuan Tien, Deputy Director of the Provincial Police, affirmed that the Law on Forces Participating in Security and Order Protection at the Grassroots Level is a very important law project; therefore, it is required that functional units of the Provincial Police and the Police of districts, towns and cities in the province proactively advise, propose, and effectively coordinate in developing plans and directing and organizing the implementation of perfecting the organization of forces participating in security and order protection at the grassroots level; advise local Party committees and authorities to perform tasks according to the provisions of the Law, so that the Law can come into life.
