Through special policies for Gia Binh International Airport Construction Project

Delegates approved the draft Decision on Special Policy on compensation, support and resettlement when the State reclaims land to implement the Gia Binh International Airport Construction Investment Project.

On the afternoon of September 23, the People's Committee of Bac Ninh province held a September thematic conference chaired by Chairman of the Provincial People's Committee Vuong Quoc Tuan.

At the conference, delegates approved the draft Decision of the Provincial People's Committee on Special Policy on compensation, support and resettlement when the State reclaims land to implement the Gia Binh International Airport Construction Investment Project.

The province supports 30% of the residential land price according to the land price list of that plot of land or the adjacent plot of land for the area within the residential land allocation limit; supports 10% of the residential land price according to the land price list of that plot of land or the adjacent plot of land for the area beyond the residential land allocation limit but not exceeding 600 m2. Areas larger than 600 m2 are not supported.

In case of land repossession, people whose land is repossessive will be supported with house rent while waiting for resettlement. Specifically, the support level is 1.5 million VND/person/month; households with only one person will be supported with 3 million VND/month.

Support period is 12 months from the time the person whose land is recovered hands over the site and relocates.

The supported population is the population registered as permanent resident in the household at the time of approval of the compensation, support and resettlement plan.

Compensation for damage when the State reclaims land for aquatic animals that do not have a production process issued by a competent authority and cannot be moved is 9,000 VND/m2 (reclaimed aquaculture land area).

In addition to the above specific policies, other contents on compensation, support and resettlement of the Project shall be implemented in accordance with the provisions of the 2024 Land Law and documents guiding the implementation of the Land Law; Decisions with specific regulations on compensation, support and resettlement issued by the Provincial People's Committee.

Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan requested that the policies issued for the land acquisition and clearance of phase 2 of the Gia Binh International Airport project on a larger scale need to be more specific in nature and provide more specific guidance in the spirit of bringing the greatest benefits to the people and within the framework of the law.

At the same time, it is requested that specialized agencies urgently complete the draft policy and issue specific instructions to have a legal corridor for implementation.

Gia Binh International Airport project is planned on an area of ​​nearly 2,000 hectares, located in the communes of Gia Binh, Luong Tai, Nhan Thang and Lam Thao.

According to the report of the Department of Agriculture and Environment of Bac Ninh province, the Gia Binh International Airport construction investment project is under the authority of the National Assembly to approve the investment policy according to the provisions of the Investment Law, and the Government issued Resolution No. 03/2025/NQ-CP dated August 14, 2025 on special mechanisms and policies.

This is a project that requires the relocation of an entire community, affecting the entire life, economy , society, and cultural traditions of the community and requires special policies on compensation, support, and resettlement.

Therefore, the Project falls under the case of having to decide on specific policies on compensation, support and resettlement according to the provisions of Clause 1, Article 92 of the 2024 Land Law; Clause 1, Article 7 of Decree No. 88/2024/ND-CP dated July 15, 2024 of the Government regulating compensation, support and resettlement when the State recovers land; Clause 1, Article 8 of Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government regulating the division of authority of local authorities at 02 levels, decentralization and decentralization in the land sector.

The total land area expected to be recovered to implement the Gia Binh International Airport Project is about 1,884.88 hectares; of which, residential land is 159.4 hectares; agricultural land is 1,184.78 hectares; non-agricultural land is 415.9 hectares; land used for defense and security purposes is 124.8 hectares.

The total number of households, individuals and organizations expected to be affected by land acquisition for project construction is about 7,100 households, individuals and 118 organizations; of which about 5,800 households and individuals must relocate and resettle.

The total number of graves that need to be moved is about 18,800 (not including the number of unidentified ownerless graves).

The total estimated compensation, support and resettlement amount for the entire project is built on the basis of the preliminary survey volume and regulations on policies, compensation, support and resettlement unit prices of the People's Committee of Bac Ninh province, consultation with relevant parties, and current regulations on compensation, support and resettlement is about 29,511 billion VND; of which, land compensation and support is about 16,135 billion VND; property compensation and support is about 13,376 billion VND.
