Approving the proposal to build a National Assembly Resolution on a special mechanism for metro construction

The Ministry of Transport is assigned to receive comments from Government members during the process of building and completing the draft Resolution of the National Assembly in accordance with regulations.

The Government has just issued Resolution No. 28/NQ-CP dated February 8, 2025 on the proposal to develop a Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

The content of the resolution clearly states that the Government approved the proposal to develop a Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City at the request of the Minister of Transport in Submission No. 07/TTr-BGTVT dated February 6, 2025.

The Ministry of Transport receives comments from Government members during the process of developing and completing the draft Resolution of the National Assembly in accordance with regulations; is responsible for the contents, data, reports and proposals.

The Government assigned the Minister of Justice, authorized by the Prime Minister, to report to the National Assembly Standing Committee on behalf of the Government to supplement the National Assembly's draft Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City into the Law and Ordinance Development Program in 2025 and submit it to the National Assembly for approval at a session (February 2025).

The Ministry of Transport, the People's Committee of Hanoi and the People's Committee of Ho Chi Minh City are responsible for closely coordinating with the Ministry of Justice, providing complete records and related documents to the Ministry of Justice as prescribed, and ensuring the progress of reporting to the National Assembly Standing Committee as required.

This Resolution comes into force from the date of signing and promulgation, February 8, 2025.

Previously, on January 20, 2025, Deputy Prime Minister Tran Hong Ha chaired a meeting on the implementation of the Project to develop the urban railway network in Hanoi and Ho Chi Minh City.

Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport and the two cities to urgently review the content of each special and specific policy mechanism in the draft resolution submitted to the National Assembly under the shortened procedure.

In particular, it is necessary to group common policies for both cities (including new policies only implemented in Hanoi or Ho Chi Minh City); and separate policy groups for each city.

The Deputy Prime Minister assigned the two cities to propose specific policies and mechanisms to decentralize the procedures for project approval, investment policy decisions, investment capital, planning adjustments, etc. to ensure shortening the procedures for investment preparation and project implementation, speeding up construction progress, and completing projects soon, in the spirit of "locality decides, locality acts, locality takes responsibility".

At the same time, implement steps according to investment law regulations and proposed special and specific policy mechanisms to prepare for urban railway investment projects.
