Deputy Minister Dang Hoang Giang inspects amnesty work in 2025

On August 7, Deputy Foreign Minister Dang Hoang Giang, a member of the 2025 Amnesty Advisory Council (phase 2), led an interdisciplinary delegation to inspect amnesty work at Thanh Xuan prison, Hanoi.

Also participating in the working delegation were representatives of the Ministry of Foreign Affairs and the Standing Office of the Amnesty Advisory Council, the Police Department for Management of Prisons, Compulsory Education Facilities, and Reformatory Schools (C10) under the Ministry of Public Security .

At the meeting, Deputy Minister Dang Hoang Giang affirmed that amnesty is a lenient and humane policy of the Party and State, demonstrating the fine tradition of humanity of the Vietnamese people and receiving attention and high appreciation from public opinion at home and abroad. The second amnesty in 2025 is of great significance as it is implemented on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

"The humane nature of amnesty is not only demonstrated through the early release of prisoners, but is also reflected in the entire process of implementing and preparing for amnesty, in which the role of prisons, including Thanh Xuan prison, is very important," Deputy Minister Dang Hoang Giang emphasized.

The Thanh Xuan Prison Board of Supervisors reported to Deputy Minister Dang Hoang Giang and members of the working group on the implementation of the second phase of amnesty in 2025 of the unit, including the dissemination and propaganda of Decision No. 1244/2025/QD-CTN dated July 3, 2025 of the President on amnesty in 2025 (phase 2) and the Guidance of the Amnesty Advisory Council to prisoners, the work of preparing and reviewing records to propose to the Amnesty Advisory Council cases eligible for amnesty.

The Board of Supervisors and officers of Thanh Xuan Prison have made efforts to complete the processing of a large number of files in a timely manner, completing the assigned tasks. Thanh Xuan Prison has deployed propaganda and dissemination to all prisoners, including ethnic minority prisoners who are not fluent in Mandarin, to ensure that everyone knows and understands this humanitarian policy of the Party and State and to ensure that no cases that are eligible for amnesty are left out. Thanh Xuan Prison has also reported to the inspection team on some remaining problems in the implementation process and proposed directions for reporting to competent authorities for consideration so that the amnesty work can be implemented more effectively.

Deputy Minister Dang Hoang Giang highly appreciated the initiative and efforts of the Thanh Xuan Prison Board of Supervisors in effectively and in accordance with regulations in implementing the second phase of amnesty in 2025, ensuring the legitimate rights of detainees. The Deputy Minister welcomed the leaders and prison officers for their attention and assistance in reforming and educating prisoners, preparing and supporting prisoners to soon reintegrate into the community, becoming useful people for society, contributing to promoting the humanity of amnesty work.

In addition, the Deputy Minister also welcomed the prison's active implementation of international cooperation activities, such as organizing the 41st Asia-Pacific Conference of Prison Management Officers (2023), contributing to strengthening and promoting the role of public security diplomacy and promoting Vietnam's achievements in promoting and protecting human rights.

The Deputy Minister requested Thanh Xuan Prison to continue to make every effort, closely and synchronously coordinate with the Standing Office of the Advisory Council for Special Amnesty, the Ministry of Foreign Affairs and relevant ministries and branches, and especially with localities to implement special amnesty work in the coming time. In particular, the Deputy Minister requested that the prison actively coordinate with localities, especially in the context of the country implementing a two-level local government model, to ensure effective implementation of special amnesty work.
