Deputy Minister Tran Quy Kien periodically receives citizens in October 2024

On the morning of October 31, 2024, at the citizen reception office of the Ministry of Natural Resources and Environment , authorized by the Minister, Deputy Minister Tran Quy Kien chaired the regular citizen reception meeting in October 2024.

Attending were leaders of units: Ministry Inspectorate, Department of Land, Department of Legislation, Department of Planning and Land Resources Development, Department of Land Data Registration and Information and Ministry Office.

At the regular citizen reception in October 2024, Deputy Minister Tran Quy Kien and the Ministry's functional units received 4 groups of citizens requesting guidance and making complaints related to the land sector, including 2 large groups.

Specifically, Ms. Bui Thi Thanh and a number of citizens who received transfers at the Gia Lam Urban Area Project requested to clarify some issues related to the issuance of Certificates of Land Use Rights at this project.

In the case of Mr. Nguyen Quang Huy and some citizens transferring at Gia Lam Urban Area Project, they requested guidance on determining the purpose of land use on the Certificate of Land Use Rights at commercial lots in the project.

In the case of Mr. Nguyen Thang Long (2/4-grade disabled war veteran) residing in Boi Khue village, Chuyen My commune, Phu Xuyen district, Hanoi city, he requested the Ministry to direct the People's Committee of Phu Xuyen district, Hanoi city to implement Decision No. 4565/QD-UBND dated September 12, 2023 of the Chairman of the Hanoi People's Committee to resolve his complaint (2nd time), and to allocate residential land according to the preferential policy for people with revolutionary contributions to him according to regulations.

Finally, there is the case of Ms. Do Thi Thang, residing in Hamlet 2, Trung Thanh Commune, Nong Cong District, Thanh Hoa Province, who reported that the local government did not implement Conclusion Notice No. 484/CV-NC/UB dated March 30, 1998 of the People's Committee of Thanh Hoa Province to grant land to her family.

After listening to the opinions of citizens and answering questions, responding and guiding citizens by the Ministry Inspectorate and its affiliated units, Deputy Minister Tran Quy Kien expressed his sympathy and shared with the people about the issues reflected and affirmed that the leaders of the Ministry of Natural Resources and Environment always listen and will focus on directing its affiliated units to focus on resolving the recommendations and concerns of the people related to the fields of the Ministry of Natural Resources and Environment under their authority to ensure the protection of the legitimate and legal rights of citizens and the State in accordance with the provisions of law.

The Deputy Minister also requested the units under the Ministry to review and classify the opinions of citizens related to the field of the Natural Resources and Environment sector, advise the Ministry's leaders to respond, or send documents to localities requesting them to organize reviews and verifications to respond to citizens in accordance with regulations. For cases that are not within their authority, the Deputy Minister and specialized units have guided citizens to competent and responsible agencies and units to be resolved in accordance with regulations and legal procedures for complaints and denunciations.

In accordance with the law on citizen reception, the Ministry of Natural Resources and Environment organizes regular citizen reception on all working days of the week. Every month, the Ministry's leaders will directly receive citizens on the last Thursday of the month and hold extraordinary receptions according to regulations to receive, answer and direct the timely resolution of complaints and denunciations of citizens in the field of Natural Resources and Environment.
