The eye of storm No. 5 has made landfall in Nghe An and Ha Tinh , causing strong winds of level 10, gusts of level 15. In Thanh Hoa and Quang Tri, there were also strong winds of level 6-7, gusts of level 8. The storm has caused heavy rain in the provinces of Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Hung Yen with common rainfall of 200-300 mm, especially in Ha Tinh, there was very heavy rain...

According to the National Center for Hydro-Meteorological Forecasting, the circulation of storm No. 5 will continue to cause heavy rain in mountainous areas, midlands and the Northern Delta. In particular, the provinces of Ninh Binh , Thanh Hoa, Nghe An, and Ha Tinh will have heavy to very heavy rain with common rainfall of 100-200mm, locally over 400mm, especially at very high risk of deep flooding, flash floods, landslides, especially in the provinces of Thanh Hoa, Nghe An, and Ha Tinh.

Therefore, the Prime Minister requested the leaders of ministries, branches, Chairmen of People's Committees of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri provinces and localities affected by the storm, according to their functions, tasks and authority, to continue to lead, direct, mobilize forces, means and resources to resolutely respond to floods after the storm, and quickly overcome the consequences of storm No. 5 to quickly stabilize the people's situation.

The Prime Minister requested the Secretary and Chairman of the People's Committee of Thanh Hoa, Nghe An, Ha Tinh and Quang Tri provinces to direct local authorities to base on the specific situation in each locality to decide and have plans to support people in evacuation areas to return home in areas that have been ensured to be safe; thoroughly evacuate and relocate residents in dangerous areas, especially those that are often deeply flooded during heavy rains and floods, places at risk of flash floods, landslides, and areas with fast-flowing water along rivers and streams. At the same time, support to ensure essential needs for people in evacuation areas, especially for poor and disadvantaged households, so that people do not lack food, foodstuffs and drinking water.

The Prime Minister requested localities to arrange forces to block, guide and support people to participate in traffic safely, not allowing people to move through if safety is not guaranteed, especially through overflows, areas with deep flooding, fast-flowing water, landslides or areas at risk of landslides.

At the same time, direct the safe operation of irrigation dams, hydroelectric dams, and dykes, and proactively have response plans to ensure the safety of residents in the event of the worst-case scenario (floods exceeding design levels), and avoid being caught off guard. Prepare forces, vehicles, and equipment in key and vulnerable areas (to each village and hamlet) to deploy rescue operations in case of bad situations...

The Prime Minister asked localities to proactively mobilize military, police, youth, etc. forces to urgently overcome the consequences of storm No. 5.

Localities must immediately repair schools and medical facilities that have had their roofs blown off or damaged by the storm, completing the repairs within August to ensure students can return to school in time for the new school year and ensure medical examination and treatment for people.

The Ministers of the Ministries of National Defense and Public Security directed Military Region IV and units stationed in the area to deploy necessary forces, means, and equipment, ready to support people in responding to and quickly overcoming the consequences of storms and floods when requested by the locality.

The Minister of Education and Training directed and supported localities in implementing safety measures, promptly repairing educational facilities damaged by storms, proactively having plans to support teaching equipment, textbooks and school supplies, ensuring learning conditions for students right from the beginning of the new school year...
