The dispatch stated that in recent days, there has been little rain and intense heat across the country, with the highest temperature ranging from 37 degrees Celsius to 39 degrees Celsius, in some places over 42 degrees Celsius; forest fires have occurred consecutively in many localities, such as: Ha Giang, Lao Cai, Son La, Yen Bai , Khanh Hoa, Dak Nong, Lam Dong, Gia Lai, Kon Tum, Kien Giang, An Giang...

According to the forecast of the National Center for Hydro-Meteorological Forecasting, due to the impact of climate change and the influence of the El Nino phenomenon, in the coming days, severe heat will continue to occur in many localities, focusing on the Northern, Central and Southern regions, with the possibility of breaking the record for high temperatures. Prolonged heat combined with lack of rainfall leads to a very high risk of forest fires, causing damage to forests, affecting the environment, health, property, lives and livelihoods of people.

To proactively prevent and fight forest fires, minimizing damage caused by forest fires, on April 4, 2024, the Prime Minister issued Official Dispatch No. 31/CD-TTg on proactively strengthening urgent measures to prevent and fight forest fires. The Prime Minister highly appreciated the ministries, branches and localities for actively and proactively implementing effective forest fire prevention and fighting.

In Ha Giang province, in recent days, the hot weather has lasted for a long time, over 40 degrees Celsius; on April 26, 2024, a forest fire broke out in the border area of ​​3 communes: Phuong Tien, Lao Chai, Xin Chai, Vi Xuyen district, Ha Giang province, causing damage to many hectares of forest, affecting the ecological environment and the lives of people in the area. In particular, the above forest fire caused the death of 2 forest rangers of Vi Xuyen district Forest Protection Department and Phong Quang-Tay Con Linh Special-use Forest Protection Department while participating in forest fire fighting duties.

On behalf of the Prime Minister, Deputy Prime Minister Tran Luu Quang sent his deepest condolences to the families of the Forest Rangers who were injured in Ha Giang province; requested Ministers, Heads of Government agencies; Chairmen of People's Committees of provinces and centrally run cities to strengthen direction, resolutely deploy urgent measures to prevent and fight forest fires and focus on overcoming the consequences of forest fires, focusing on the following tasks:

The Chairman of the People's Committee of Ha Giang province visited, encouraged and supported the families of the victims; directed the competent authorities to promptly implement policies and regimes in accordance with the law for the Forest Rangers who died while participating in forest fire fighting; and continued to strengthen urgent measures to prevent and fight forest fires in the area.

Ministers of the Ministries of National Defense, Public Security, Agriculture and Rural Development, Industry and Trade, Planning and Investment, Finance, Natural Resources and Environment, Information and Communications, Labor, War Invalids and Social Affairs, according to their assigned State management functions, proactively direct functional agencies and local authorities to continue implementing urgent measures to prevent and fight forest fires; coordinate with the People's Committee of Ha Giang province to implement regimes and policies in accordance with the provisions of law for Forest Rangers who died while participating in forest fire fighting.

Chairmen of People's Committees of provinces and centrally run cities continue to strictly implement Official Dispatch No. 31/CD-TTg dated April 4, 2024 of the Prime Minister on proactively strengthening urgent measures to prevent and fight forest fires; Conclusion No. 61-KL/TW dated August 17, 2023 of the Secretariat on continuing to implement Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership in forest management, protection and development and related directives; promptly commend and reward organizations and individuals who actively participate in forest fire prevention and fighting; be responsible before the Prime Minister if large-scale forest fires occur and cause great damage to forests in areas under their management.

The Government Office monitors and urges relevant ministries, agencies and localities to implement the Official Dispatch according to assigned functions and tasks.
