The Prime Minister assigned agencies to draft documents detailing the implementation of 8 laws and resolutions.

Specifically, promulgated together with this Decision is the List and assignment of the agency in charge of drafting documents detailing the implementation of 8 laws and resolutions approved by the 15th National Assembly at the 6th Session, including: Resolution on applying additional corporate income tax according to regulations against global tax base erosion; Law on Water Resources; Law on Identification; Law on Forces participating in protecting security and order at the grassroots level; Law on Telecommunications; Law on Management and Protection of National Defense Works and Military Areas; Law on Housing; Law on Real Estate Business.

In particular, the Prime Minister requested: Before October 31, 2024, the Ministry of Finance shall submit a Decree detailing a number of articles of the National Assembly's Resolution on the application of additional corporate income tax according to regulations against global tax base erosion.

The Ministry of Natural Resources and Environment shall submit a Decree detailing a number of articles of the Law on Water Resources before April 15, 2024; before May 15, 2024, submit a Circular of the Minister of Natural Resources and Environment detailing the implementation of a number of articles of the Law on Water Resources.

Before May 1, 2024, the Ministry of Public Security shall submit a Decree detailing a number of articles and measures to implement the Law on Identification; a Decree detailing electronic identification and authentication; and a Decree detailing the implementation of a number of articles of the Law on Forces participating in protecting security and order at the grassroots level.

The Ministry of Information and Communications shall preside over the drafting of a Decree detailing a number of articles and measures to implement the Law on Telecommunications, with the deadline for submission before April 15, 2024.

The Ministry of Construction is in charge of drafting the Decree detailing and guiding the implementation of a number of articles of the Housing Law; Decree on renovation and reconstruction of apartment buildings; Decree on development and management of social housing. The deadline for submitting these Decrees is before September 15, 2024;...

Ministries and ministerial-level agencies, within the scope of their functions and tasks, shall review documents to amend, supplement, replace, abolish, and issue new documents within their authority or submit them to competent authorities for promulgation, ensuring the conformity and timely implementation of laws and resolutions passed by the 15th National Assembly at the 6th Session. Periodically, on the 25th of each month, the drafting agency shall update information on the status and progress of drafting detailed regulations and send them to the Ministry of Justice and the Government Office for synthesis and reporting to the Government at regular meetings.
