According to experts, it is necessary to inspect and clarify the responsibilities of individuals and groups that have caused delays in reporting on long-standing backlog projects. At the same time, it is necessary to develop a plan to thoroughly resolve backlog projects.
Prime Minister criticizes 15 ministries, branches, and 30 localities for not submitting reports
Recently, the Prime Minister has issued many documents directing and requesting ministries, branches and localities to focus on reviewing projects with difficulties, problems and long-term backlogs, urgently finding solutions to immediately implement projects, contributing to promoting socio -economic development, not wasting assets and money of the State, businesses, people and society.
The Prime Minister has established a Steering Committee to review and remove difficulties and obstacles related to projects, headed by Deputy Prime Minister Nguyen Hoa Binh . Implementing the Prime Minister's direction, the Ministry of Planning and Investment issued Document 10339/BKHĐT-TTr dated December 16, 2024 requesting ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to send reports on reviewing and removing difficulties and obstacles related to projects to the Ministry of Planning and Investment before January 20, 2025.
However, as of February 7, 2025, only 33 localities have sent reports to the Ministry of Planning and Investment. In response to the above issue, the Prime Minister criticized and requested the ministries and 30 localities that have not yet sent a review report clearly defining individual responsibilities to report to the Prime Minister before February 17, 2025. At the same time, report the results of the review of state-owned corporations and groups to the Prime Minister before February 15, 2025.
Inspect and clarify responsibilities
In order to promptly remove difficulties and obstacles for projects nationwide, avoiding administrative review and wasting resources, the Prime Minister requested that after February 15, 2025, ministries, ministerial-level agencies and localities that have not yet sent reports on reviewing and removing difficulties and obstacles related to projects to the Prime Minister and the Ministry of Planning and Investment, the Prime Minister will assign the Government Inspectorate to conduct inspections to consider responsibilities and strictly handle them according to the regulations of the Central Steering Committee for Anti-Corruption, Wastefulness and Negativity.
Regarding the above issue, Mr. Tran Van Lam, Standing Member of the National Assembly's Finance and Budget Committee, said that this is the responsibility of ministries and local branches in the slow implementation of project programs. Many project programs that were implemented later were delayed for a long time, causing capital overruns, delays, and huge waste and loss.
Mr. Lam pointed out that the National Assembly has supervised and had a list of projects and works that have been behind schedule since the beginning of the term. Thereby, it requested the Government to quickly review and resolve them. "However, this situation has not changed much, there has been change but not fundamentally or thoroughly", Mr. Lam stated clearly and acknowledged that it was slow before and after several years it is still the same, the urgency is even higher. Therefore, according to Mr. Lam, the Prime Minister needs to direct decisively, with a clear time limit of 3 months or 6 months without a solution or fundamental change, then it is necessary to review and handle the responsibility for projects that have been delayed for too long, causing great waste.
Mr. Lam also suggested: It is necessary to review, inspect and handle, clarify the responsibilities of individuals and groups, and at the same time, it is necessary to develop a plan to thoroughly resolve these projects.
“Recently, the Prime Minister assigned Deputy Prime Minister Nguyen Hoa Binh to be the head of a team to review a number of stalled projects. The above issue is very “on point” and has brought about effective results, with clear changes. Therefore, in general, there must be a similar approach, strongly and synchronously implemented and participated in by the entire political system, not allowing this situation to last any longer.
Mr. Pham Van Hoa, member of the National Assembly's Law Committee, stated that it is necessary to clarify and assign responsibility for this delay. Government members, Ministers and Chairmen of Provincial People's Committees must promptly submit reports as directed by the Prime Minister. There is no reason to request a report without having reported it yet.
“It is clear that the ministries, branches and localities have “entangled” problems and are hesitating to implement them,” Mr. Hoa said, pointing out: The Prime Minister has decentralized and delegated power. The heads of the ministries, branches and localities are responsible. So why are they so slow to handle the work?
Mr. Pham Van Hoa suggested that it is necessary to inspect places that are hesitant and sluggish, to examine what is still unclear, the reasons why many projects are shelved, "covered in blankets" and not implemented, wasting public and social assets? Violations must be handled accordingly. We must handle them objectively and impartially, to see which mistakes are collective and which are individual.
"The competent authorities need to resolutely handle the backlog thoroughly in 2025 and resolve it within this term so that the country can enter a new term, a new era, an era of national growth," Mr. Hoa suggested.
Ms. Bui Thi An, member of the 13th National Assembly, said that recent waste has greatly hindered and affected the sustainable development of each locality and the country, causing waste of money and becoming a "social evil" because slow construction and waste affect people's quality of life.
Ms. An raised the issue: The Prime Minister has "created conditions" and given time to review and report, but there is still a delay. "Why is there such a delay? Time waits for no one while we are having to "run and queue at the same time". Waiting means falling behind.
Ms. An believes that the recent trend of “those who do the same as those who don’t” is causing a lack of discipline and law. Therefore, it is necessary not only to fight waste but also to build discipline and law, clarify personal responsibilities, and avoid the situation of “no one cries over public property”.
