More drastic implementation of state budget collection work

On the afternoon of November 15, the Provincial People's Committee held a meeting of the Provincial State Budget Collection Steering Committee to listen to the Provincial Tax Department report on the results of state budget collection in the first 10 months and tasks and solutions for the remaining months of 2023. Comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial State Budget Collection Steering Committee chaired the meeting. Attending the meeting were leaders of a number of departments, branches and districts and cities.

According to the report of the Provincial Tax Department, by the end of October 2023, the total domestic revenue was 6,107 billion VND, reaching 60% of the Ministry of Finance's estimate, equal to 68.1% compared to the same period in 2022. Of which, total revenue from taxes and fees (excluding land use fees) reached 4,158 billion VND, reaching 54.1% of the estimate, equal to 69.3% compared to the same period in 2022; 10/15 targets for tax and fee revenue were on schedule; 5/15 targets for tax and fee revenue were not on schedule, reaching less than 84% of the estimate. In October 2023, there were 2 targets with high revenue, which were revenue from the state-owned enterprise sector reaching 91.4 billion VND and land rent collection reaching 92.5 billion VND. The Provincial Tax Department also works with enterprises with large tax revenues to grasp, encourage and motivate enterprises to immediately pay the tax amount incurred, the tax amount extended when due, and at the same time pay corporate income tax arising in 2023 in accordance with regulations.

At the meeting, delegates focused on analyzing difficulties and limitations in budget collection, and on that basis proposed solutions to achieve the highest budget collection estimate.

In his concluding remarks, the Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial State Budget Collection Steering Committee requested the tax sector to more drastically implement the work of collecting the state budget; review each revenue item, collect all arising taxes by all measures; strengthen coordination with local authorities and relevant departments and branches to manage tax collection to achieve the highest efficiency in the fields of non-residential construction collection, private construction, and e-commerce business activities; urge units with outstanding debts to continue to coordinate with relevant departments and branches to organize debt collection and enforce tax debt effectively; speed up the progress of inspections and checks against state budget losses, and urge the increase in revenue to the state budget immediately.

He also requested districts and cities to speed up the progress of land use rights auctions, direct the implementation of budget collection in the area; departments and branches to actively coordinate with tax agencies in state budget collection, and strive to complete the budget collection estimates assigned by the Ministry of Finance.
